Cognitive Technologies implemented the system of carrying out electronic procurement in JSC Rosseti

June 3, 2015. The Cognitive Technologies company announced implementation of an automated system of carrying out electronic procurement (ASPZ) – electronic marketplace, in JSC Russian Networks.

The task of creation of ASPZ - the system simplifying access for subjects of small and medium business to procurement procedures of JSC Rosseti and its DZO and capable to provide introduction to JSC Rosseti of uniform standards of purchasing processes, a uniform order of holding different procedures of purchases electronically, equal access for the persons submitting applications for participation in open tenderings functional both quality characteristics and iny operating conditions of ASPZ electronically was set for developers. And also to expand possibilities of the customer for participation of physical persons and legal entities in competitive procedures and to implement mechanisms of stimulation of such participation.

As a result the system which provided unity of business processes of purchasing activity of JSC Rosseti and its subsidiaries and affiliates (DZO) was developed. Namely: direct holding procurement procedures electronically, flexibility and configurability of a system of analytics and reporting, possibility of cross-platform integration, storage of the main data array and ensuring at the same time significant amounts of sessions (more than 1000) of external users (Zakazchikov and Uchastnikov). At the same time the possibility of holding procurement procedures of DZO independently, with a possibility of their monitoring is provided in a system from JSC Rosseti.

In ASPZ the ability to integrate with adjacent information systems via the API mechanism which is carried out in the automatic mode on the basis of web technologies of services is put. The possibility of carrying out rebiddings is also provided in an internal and correspondence form. Program basis of a system is the Cognitive Lot complex. A system was implemented on Linux platform. As DBMS PostgreSQL with open codes was used.

"As a result of project implementation of JSC Rosseti developments of uniform standards of carrying out electronic procurement for all complex had an opportunity, to provide information openness that allowing to work most effectively in a purchasing system to employees of organizers and applicants. For the first several months of work on JSC Rosseti electronic marketplace more than 500 procurement procedures were started, more than 50 customers and 850 suppliers are accredited. The volume of the processed information is about 3 GB daily", the curator of JSC Rosseti electronic marketplace Victor Simonenko notes.
