On June 19, 2025, the Ministry of Architecture and Urban Planning of the Sakhalin Region signed a contract with Geoskan for the creation of digital counterparts of the area using unmanned aerial vehicles (UAVs). The cost of work is 46 million rubles.
The contract provides for "the provision of services for the formation and loading of data into software with the ability to work with three-dimensional information models." Geoskan has been entrusted with the creation of digital counterparts of municipalities in the Sakhalin Region.
In accordance with the specification, nadir and perspective shooting with a resolution of at least 5 cm per pixel should be used to create digital phototextured three-dimensional models of the area. In this case, it is necessary to provide images from at least four views. Aerial photographs shall have no defects in images in the form of haze, glare and halos, as well as images of clouds, industrial fumes and shadows from them, preventing the performance of photogrammetric and decryption works.
After receiving the pictures, Geoskan will have to create digital 3D twins. They shall be a continuous, geo-oriented, geometrically correct model of the area (including capital construction facilities and other facilities) with superimposed phototextures obtained as a result of aerial photography. When creating digital orthofuels, it is necessary to process images in order to eliminate the inclination of high-rise buildings and structures, as well as overlap with high-rise buildings and structures of terrain details at ground level. Digital three-dimensional framework models of objects should contain a cadastral number (if there is data with border coordinates in the USRN in relation to the object) and an address.[1]
