2019: Completion of migration from Oracle DBMS on PostgreSQL of DBMS

On March 14, 2019 FORS group Company announced a successful completion of the project on migration of an information system of the Register of the public and municipal services of Khanty-Mansi Autonomous Okrug from Oracle DBMS on PostgreSQL.

The project was executed within the import substitution program. The regional register of state services was developed by specialists of FORS more than ten years ago on the Oracle platform (DBMS and APEX) and successfully developed all this time. However, in progress in import substitution of the proprietary software and also in connection with the growing annual costs for prolongation of official technical support of vendor and risks of sanctions threats, Department of information technologies and digital development of Yugra made the decision on the translation of the Register on the platform of Open Source.

For years of our cooperation we jointly executed the whole complex of projects: from information support of implementation of the district program of administrative reform before development of a Single integration system of Yugra within tasks of digitalization of the region. The translation of the Register of state services on the PostgreSQL platform also became thought over, politically and economically justified step. Preparation of the project was performed, proceeding from the fact that costs for migration for Open Source should pay off completely due to cost reduction on technical support of software products of Oracle. Let's note that several district information systems still continue to work at proprietary import software products, but Depinformtekhnology Yugry step-by-step plans of their transfer to the platform of Open Source are already developed. This work will be completed until the end of 2020.

2018: Processing of a program code of the Register

In the first half of 2018 the FORS performed complete processing of a program code of the Register for PostgreSQL of DBMS, and until the end of 2018 works on trial operation of the latest version of a system, training of administrators and users of the Register (their more than 1000) and, actually, migrations of all data on the set version of a system with its subsequent transfer to commercial operation were step by step performed.

2017: Draft of the plan of upgrade

In 2017 the draft of the plan of upgrade of the Register of state services including transfer of a software platform to Open Source and carrying out some other actions for import substitution was prepared. Methodical recommendations about the choice of an optimal variant of the free software, structure of necessary works and their step-by-step implementation were developed.

Training of technical specialists became an important step on the way of project implementation. At the end of 2017. The FORS training center carried out in Khanty-Mansiysk training in courses of administration at PostgreSQL DBMS which were taken by employees of district OGV, OMSU and subordinated organizations.
