Content

OO "East Stevedoring Company" is the terminal specializing in transfer of the containers, general loads and cars working at the territory of East port (the peninsula of Wrangel, Nakhodka). The terminal belongs to Global Ports Investments Plc (enters N-Trans group) owning 75% of the company and to the port operator of DPW owning 25%. One of the main conditions of successful performance of the container terminal – use of the technologies allowing to make in real time operational accounting and control of warehouse transactions, to monitor processing procedures of courts, movements of containers across the territory of the terminal, to plan processes of loading/unloading of containers on the railway front of the terminal and also arrival and loading/unloading of the specialized motor transport transporting containers. Operating control and accounting of the loads undergoing procedures of customs examination including using an inspection and customs complex is also necessary. As to separate data of the workflow system third-party partners (clients of VSK) have access, to company management it was important that all current work with external partners remained at data transmission from the workflow system in the system of operational management,

Solution

In selection process the Russian and foreign systems were considered. Existence of the Russified version of the interface and also a possibility of system implementation by domestic specialists and carrying out training of employees of the terminal in work with a system was important criterion. For the purpose of upgrade of own main Container automated process control system (an APCS Container) providing all terminal processes of VSK and interaction with other participants of the transport relations working on the terminal the decision on its integration into the Solvo.CTMS system which fully conformed to all requirements was made.

Features of implementation

The project on implementation was implemented within 18 months and was complete in June, 2009. Installation of a system was made in a complex, and its start was performed step by step. The scheme of implementation developed by SOLVO company optimum was suitable for the terminal of "East stevedoring company". This technology allowed to launch the system without stopping of operation of the terminal. Thus, temporary losses from a stop of the terminal were reduced to zero. Technologies

Within project implementation on implementation zoning of the territory of the terminal was made. Thanks to the rules set in a system placement of containers was optimized. Now they accommodate on the terminal on zones according to the set parameters – container type, the size, the forwarding agent, the line, load type, a hazard class, etc. All data on works with the containers made by operators are fixed in an operational system, and then go to the workflow system. New requests for movement of containers are generated in the workflow system, and then go for accomplishment to the system of operational management. The most part of goods turnover of the terminal of Vostochnoy stividornoy kompanii LLC is the share of ship and railway fronts therefore for the company was important, first of all, to optimize work of these fronts. Drawing up cargo-plans for courts became important function within system implementation of operational management. When obtaining the preliminary information from the agent of the line by parameters of filling of the vessel, the Solvo.CTMS system makes the cargo-plan of loading in the automatic mode. Input data for implementation of this process is:

list of loading; the list of instructions for loading on the vessel including information on number of cells on the plan of the vessel, number of a container, the port of destination, designation of type of a container and height, container weight, a hazard class and other characteristics.

After accomplishment of this process, on the screen of a workplace of the manager there is a cargo-plan of the vessel which is optimal time at present and in which parameters according to the list of instructions are considered. Thus, automation of the ship front promotes increase in efficiency of this section of the terminal. On the railway front of the VSK terminal the module of loading of trains based on genetic algorithms was installed. A system analyzes different options of placement of containers, selecting from them the best. When loading containers the specifications of placement of loads on platforms approved by official bodies, in particular JSC Russian Railways are complied. In addition to automation of the ship and railway front the automobile front was automated. Besides, the possibility of transportation of containers to inspection customs complex and also a possibility of their placement in a zone of a customs slad was implemented.

Results

Upgrade of the automated processes of management of the VSK terminal due to the implementing solution Solvo.CTMS, allowed the company to optimize qualitatively management of production processes – to reduce costs, to increase the processing speed of containers, rationality of use of the equipment on the terminal. The solution Solvo.CTMS will increase the accuracy of data on cargo transfer on the terminal and optimize work of ship, railway and automobile fronts. In general, upgrade of technology processes of the terminal – is additional competitive advantage of VSK LLC. Plans for the future

In the long term cooperation of the VSK terminal and SOLVO company – further improvement of the module of analytical and statistic reports, development of technology of assessment of load of capacities of the terminal, depending on types of containers and a yarusnost and also a number of the actions directed to increase in efficiency of the terminal.
