FGC UES migrates from import GIS on domestic based on PostgreSQL DBMS

In July, 2019 FGC UES (enters into the Rosseti group) announced purchase of works on transfer of the geographic information system (GIS) to the software of the domestic^[1]. The maximum price of the contract is 50 million rubles.

GIS is one of key applications of IT infrastructure of FGC UES, and effective work of many production systems and divisions depends on its reliable and steady functioning, it is specified in the tender documentation. It is intended for storage, accumulation, visualization, modeling and the analysis of corporate space data and represents a part of an end-to-end system of management of networks From there follows that GIS will be translated to the software Panorama developed by the CB of the same name. As DBMS she will use PostgreSQL.

Also transition to use of the open geospatial data provided by the OpenStreetMap resource is planned.

The current GIS was created based on software of ArcGIS developed by the American company Esri. For data storage she uses version 11g Oracle DBMS. It has two-level structure: GIS server and desktop software. At the bottom level the specialized client software of GIS for access for users to space and attributive data taking into account specifics of solvable tasks is also used.

Among the reasons of transition to new of software in the technical project are specified expense optimization license support of a program part of GIS and economy due to transition to use of open geospatial data, reduction in cost of further development and the GIS expansion, an exception of risks of use of foreign software.

Based on software Panorama FGC UES expects to create new functionality of GIS, including a possibility of editing data with use of web technologies.

In a system connection of external cartographic services, such as public cadastral map of Rosreestr with an opportunity to include and disconnect layers, Google Maps, Yandex.Maps should be implemented. The structure of these production facilities of GIS on the basis of the GIS "Panorama" should correspond to structure of data of GIS on the basis of Esri ArcGIS which is used in FGC UES it is specified in requirements to a new system.

In the middle of October, 2019 the tender results were summed up. The IT Energy Service company was recognized the winner. Under the terms of terms of reference, on execution of works 15 months from the moment of signing of the contract are allotted to the contractor.
