Geographic information system for JSC Federal Grid Company of the unified power system

ArcGIS software, intended for visualization and work with large volumes of space data, it is well known in the Russian market of geographic information systems. Today it is actively used by more than 3000 organizations, including: Federal Service for State Registration, Cartography and Cadastre, Ministry of Emergency Situations, Ministry of Internal Affairs, governments of many Territorial subjects of the federation (Moscow, St. Petersburg, Tatarstan, Bashkiria, Sakha Republic, Voronezh, Krasnodar, Tomsk, Perm, Kaluga and many other areas), Federal Grid Company, oil companies Lukoil, TNK-BP, Rosneft and many others.

On June 19, 2012 the companies Esri CIS and Russian corporation of means of communication Ltd (RUSSIAN TELECOM EQUIPMENT COMPANY) announced end of the first stage of the project on creation of a geographic information system (GIS) for JSC Federal Grid Company of the unified power system (JSC FGC UES). GIS it is unrolled based on the software of ArcGIS Esri which allows to visualize large volumes of the statistical information having a geographical binding. Implementation of GIS is performed within the project of Russian Telecom Equipment Company on creation of situational analytical center and an end-to-end system of security of JSC FGC UES.

The created geographic information system is intended for storage, accumulation, visualization, modeling and the analysis of corporate space data. At the same time GIS will include as basic space information (a cartographic basis and data of DZZ), and a set of thematic data sets ("passport" data of objects of power grid infrastructure and data of monitoring, information on technical condition, the current indicators of functioning of network, results of measurements and observations, information from external sources and dr). For the solution of assigned tasks integration of GIS with other corporate and technology systems is planned. Besides, solutions based on ArcGIS will be applied during creation of regional situational analytical centers of JSC FGC UES.

GIS will also be used for ensuring complex security of objects of Federal Grid Company, carrying out monitoring of threats and also at creation of an intelligent system of reaction on supernumerary and emergencies. A geographic information system, providing fast space localization and modeling of the course and effects of emergency, promotes minimization of negative economic, environmental and other impacts of accidents, shutdowns and failures.

According to the head of situational analytical center JSC FGC UES Vladimir Pelymsky, GIS will play a role of the integration platform for the corporate information and technology systems of FGC. He notes that GIS created based on modern technologies is designed to help with achievement of the major purposes of the company – ensuring reliable work of a trunk electric grid and stable and regular power supply of consumers.
