Russian Railways subsidiary will create a system for monitoring the quality of passenger and baggage transportation with a mobile application on the Aurora OS

The Federal Passenger Company (FPC), a subsidiary of Russian Railways, which provides services for the transportation of passengers, baggage and freight by long-distance rail, decided to create a special automated system for monitoring compliance with transportation rules, service quality and quality management analysis. In early October 2024, the company announced a tender for the development of the Monitoring NPP with an initial price of 195 million rubles[1].

It follows from the published technical assignment for the competition that the Monitoring NPP is created in order to provide comprehensive information and analytical support for the activities of the FPC Quality Management Monitoring Center and its regional offices. It will also be used in the branches of FPC and their structural divisions, in the management apparatus of FPC and its structural divisions. The system will function on the customer's IT infrastructure.

To monitor the quality of passenger transportation, baggage, compliance with technical processes, regulations, etc. A special IT system will be created at FPC

Monitoring NPP shall have many functions, including:

  • planning of monitoring, coordination, approval and execution of its schedules;
  • monitoring and detection of violations of compliance with the established norms and rules for the transportation of passengers, baggage, cargo handling during control in passenger trains;
  • monitoring and detection of violations of compliance with technological processes, standards, regulations, instructions and other mandatory documents in the divisions of FPC branches;
  • monitoring and detection of violations of quality standards and established rules at trains and points of sale of travel documents;
  • monitoring and detection of violations of the quality of services using the "secret passenger" method on passenger trains;
  • monitoring and identification of violations of the norms and rules for the transportation of passengers, hand luggage, baggage and cargo handling in passenger trains of the formation of foreign railway administrations;
  • monitoring and detection of violations of compliance with contractual obligations by senders of cargo baggage transported by road shipments in baggage and mail cars traveling in trains of the FPC formation;
  • monitoring and detection of violations of contractual obligations by FPK counterparties FPC services for the preparation, equipment, staffing of passenger trains, catering for passengers, maintenance of wagons, maintenance of wagons in operational condition at points of formation and turnover;
  • implementation by "FPC" branches of measures to eliminate violations and deficiencies identified during monitoring (inspections);
  • analysis of the causes of violations, deficiencies, deviations, non-conformities revealed during monitoring (inspections), formation of proposals for their elimination;
  • prompt provision of FPC managers with reliable information on detected violations, ineffective or illegal actions or inaction of managers and employees;
  • obtaining operational, analytical and statistical reporting.

One of the requirements for the system is to maintain at least 50 thousand registered checks per year, including more than 9.5 thousand checks of passenger trains per year and 20.4 thousand checks of luggage and mail cars per year. At the same time, the Monitoring NPP must store all information for at least the last 3 years in operational access and an additional 5 years in the archive.

The requirements also indicate the number of users simultaneously working in the Monitoring NPP - up to 500 people.

The system needs to develop a mobile application "Monitoring," compatible with the OS. "Aurora" It will include modules for monitoring compliance with passenger traffic rules; monitoring of freight transportation by road shipments; service quality monitoring; Analysis and Quality Management (Process Indicators) In this case, the mobile application should be able to work in isolation, without connecting to the Monitoring NPP.

In addition, it requires protecting data, including service and configuration data, from unauthorized access even if the device on which the mobile application is installed is lost.

Among the requirements for software in the terms of reference - the Monitoring NPP should operate under the control of the OS from the register of domestic software. And the system will be built on the principles of microservice architecture.

The project work must be completed no later than July 31, 2026, indicated in the terms of reference.
