EDMS FMS will become interregional

By December, 2014 FMS was going to accept in operation a uniform interregional management system for office work processes which users will be staff of central office of department and its territorial points in 74 subjects of Russia.

As it appears from the project documentation published in January, 2014, this project had to become development by the FMS of a management system for office work processes which is used in central office based on the solution EMC Documentum 5.3 which automates document flow processes, work with administrative, regulating, personnel, contractual, in-house documents and also with citizens' appeals.

The structure of the EDMS existing in central office was defined in 2009 then its functionality several times was improved. The last project on development of functionality of a system took place in the second half of 2013.

In the project documentation of FMS it is noted that, despite implementation of almost complete functionality, "possibilities of the existing platform do not allow to use fully all completeness of functionality of electronic document management".

The FMS will transfer EDMS to a modern software platform and will connect to it users in federal districts and territorial points.

EMC Documentum 5.3 was released in 2005. Within the project on development of EDMS FMS a system was going to be transferred to "the modern version" of a software platform and to provide a connectivity to it federal districts and territorial points and also exchange of documents between them.

Among requirements to an interregional management system for office work processes of FMS it is specified that it should be based on the web interface and provide a possibility of regular operation at simultaneous active work not less than 1000 users.

As well as the previous version of EDMS, a new system should be integrated with MEDO. Also in it the functionality of ensuring work between FMS with the Russian President Administration under the "exchange of citizens' appeals" protocol will be implemented, follows from the project documentation.

In the middle of 2014 In Federal Migration Service of the Russian Federation, Business Logic company the Project: The Federal Migration Service (FMS of Russia) (Logic of EDMS Alfresco) replaced the outdated Documentum 5.3 system with the new Alfresco constructed based on an open source code. In this project the customer faced the majority of above-mentioned problems - the termination of support of the previous system, its closeness, impossibility of support 64 bit architecture that significantly slowed down work, etc. By October, 2014 all functionality of Documentum is postponed for Alfresco, and a system is in the mode of trial operation.
