Technoserv automates state services of FMS of Russia

The Federal Migration Service summed up in June, 2010 the results of an open competition within which played the right of the conclusion of the public contract to execution of works on the subject "Creation of a System of Providing Public Services in Electronic Form based on the TSBD UIG AS Web Portal (an Automated System of the Central Database of Accounting of Foreign Citizens)".

Five companies intended to take part in biddings: "Moscow department of the Penza research electrotechnical institute", Technoserv, Systematics, CompuTel and Soyuzinform. The last two were refused for the reason mismatch of their requests for requirements of documentation.

The winning bidder recognized Technoserv which requested 34.65 million rubles for accomplishment of the government contract. The initial cost of the government contract was 35 million rubles. The winner of competition will need to perform works on creation of an electronic system of providing public services of FMS of Russia, including development of technical solution which will allow to perform documents acceptance on the state services specified at the disposal of Government No. 1555-r, in electronic form and the subsequent their transfer to the corresponding information systems namely: AS "Russian passport", Territoriya Open Source, legacy software of territorial level.

At the same time the new version of the portal, according to documentation, should implement: personal account; system of distribution of affairs; operator interface; interface of the administrator; development of electronic forms and forms of necessary statements.

As a result of work the Portal of FMS system ensuring the integrated functioning with the Uniform portal of the public and municipal services and functions (www.gosuslugi.ru) from FMS of Russia was created.

Such procedures as providing information on public service, filing of application, tracking of course of execution of case and also payment in electronic form were implemented (for four pilot regions).

Within this project all main public services of FMS were transferred to an electronic form: issue and replacement of Russian Federation citizen passports; registration and issue of foreign passports of the citizen of the Russian Federation (old and new sample); registration of citizens of the Russian Federation at the place of residence (stay); address and help work; execution of the invitation to entry into the Russian Federation.

Foreign citizens and persons without citizenship can issue the residence permit and permission to temporary residence via the portal.

The information system "Portal of FMS" provides interaction with information systems of federal executive authorities through electronic services of the Single system of interdepartmental electronic interaction.

Start of a system in commercial operation allowed to reduce as much as possible quantity of mistakes which are made by applicants when filling the statement. It was reached as due to formatno-logical control and logic of an interactive form, and due to control of integrity on the party of the Portal of FMS.

Thanks to filing of application in electronic form waiting time the applicant of result of verification of the filed documents decreased. For the Russian citizens the number of visits of offices of FMS necessary for receiving public services, and waiting time in queue was reduced by acceptance. So, for the applications submitted in electronic form, the average time of waiting in the center of documents for Krasnykh Tekstilshchiki St., St. Petersburg where the corresponding measurements were made minutes were reduced from three to five o'clock.

During functioning of the portal from April 1, 2010 to May 10, 2011 more than 350 thousand seized the opportunity to file documents in electronic form human.
