Gazprom wanted to purchase Oracle product for risk management, but could not, and considering Russian alternative

Speaking at the TAdviser Big Data and BI Day conference in September, 2019, the project manager of implementation of a numerical control system investment projects and risks of Gazprom of Jan Krukhmalev in detail told about premises and the choice of the solution for this system in the company.

She noted that Gazprom implements large international projects, such as "Turkish flow", the Baltic LNG and many others. Their key distinctive feature is implementation on the principles of project financing. It means international standards, the right, the international recognized IT systems. And risks on such projects need to be spread between the company and the partner at a stage of the conclusion of the shareholders' agreement, Yana Krukhmaleva says. What more with deep arguments the company will be able to prove by for partner why it does not want to undertake these or those risks, especially advantageous conditions of signing of the contract for it will appear.

Yana Krukhmaleva provided the international statistics according to which only 16.2% of projects are successful – i.e., executed in time and within the put budget. And one of the reasons of it is inability to manage effectively risks. Still it is a big problem, the lecturer emphasized.

The representative of Gazprom made reference to the unrealized project of creation of the South Stream gas pipeline on which the large international company was engaged in risk analysis. According to her, one of risks in it "shot". Some time ago the European Union entered the document package directed to settlement of the relations between suppliers against monopoly. The company consultant considered the risk connected with it insignificant, having estimated as low probability that receivers of gas of Gazprom will use it, Krukhmaleva told. As a result nobody tried to prevent this risk though it was possible to resolve an issue easily: separate into two legal persons of the supplier and the implementor of the project. Then the South Stream project would be implemented and the first supply of gas would already go through Bulgaria to Europe, she added.

Thus, Gazprom as a result was dissatisfied with experience of interaction with the international consultant.

At that moment we drew an important conclusion: if the risk analysis, is engaged in risk management someone another, then it will be engaged in them, only not in your advantage. After that we understood that it is necessary to take everything in hand, to change methodologies, approaches, - the lecturer noted.

After that in Gazprom carried out recalculations, using coefficient of a concordance of Kendall. According to the results of recalculation the risk connected with acceptance of a power packet by the European Union got already to a zone of high risks. Now Gazprom applies this coefficient constantly.

Yana Krukhmaleva believes that for today the relation to risk management remains very formal. In July, 2018 FZ-209 that in all public joint stock companies there has to be a risk management was signed. But it not strongly changed a situation because many approached its execution formally. Besides, in many cases of risks assessment are based on probabilistic estimates of the experts using a method of quantitative analysis who can be mistaken.

Gazprom first tried to implement solutions for risk analysis of the western developers, the lecturer told. The product Oracle Primavera was one of solutions. The implementation project was planned on the Baltic LNG. This product managed to be approved against the background of a course towards import substitution as the project international. But it was not succeeded to purchase it: the vendor referred to the fact that Gazprom is under sanctions, Yana Krukhmaleva told. She noted that still some companies to which sanctions threaten buy import software.

In Gazprom tried to use also other known western solutions, and detected in them a number of shortcomings. In addition to their high cost and complexity the representative of Gazprom also selected difficulties of integration with the existing business processes, null information about efficiency about application in large corporate systems, lack of statistical databases and need of application of expert evaluations.

After not really successful attempts with import solutions in Gazprom switched to domestic solutions. In particular, the solution RiskGap was tested. It provided noticeable cost reduction, creation adapted construction of algorithms, simplification of a packet of configurations and ease of integration, Yana Krukhmaleva says. At the same time there is no need for competences for collective work with risk analysis and also the possibility of system deployment on own computing resources for security is provided.

We are proud of the fact that this solution was created by the Russian developers. There is a hope that Russians will make also all the rest, and, at last, we will leave from dependence on the import software and we will begin to be engaged in creation of analogs, - the representative of Gazprom summarized.
