In the government of Murmansk region the system of goal-setting is implemented. The first stage is completed.
Tasks
Main objective of the project executed by the company "R.O.S.T.U." - creation of the productive focused management model activity of executive authorities and resources and its automation based on BIS-SBOR.
The major project tasks are:
- consolidation of two autonomous processes - budget and strategic planning;
- creation of an accurate interconnected system of goal-setting - from strategic objectives of development of the region - before their final implementation: services (works, actions) rendered to residents of Murmansk region;
- determination of executives in charge for achievement of specific purposes, tasks and actions and their indicators.
Project milestones
Main results of 1 stage of the project:
- development of the concept of the productive focused management model activity of executive authorities and resources of Murmansk region;
- project development of the regulatory legal acts regulating this model;
- data preparation for implementation of model;
- conducting testing of the developed model on real data in the AIS "BIS-SBOR".
Results of the first stage of the project are approved by the government of Murmansk region.
It is supposed that the budget of 2012-2014 of Murmansk region will be imposed already taking into account the developed management model, using actually automated system "The system of goal-setting of Murmansk region" which is based on BIS-SBOR.
Approach
Conceptually during creation of a new management system for the region the principles were accepted:
- Interrelations of strategic and budget planning (through creation of a system of the strategic and departmental objectives of the territory and its interrelation with target programs and the state tasks);
- Interrelations of financial resources with results of activity of authorities and organizations;
- Determinations of specific target indicators of contractors, responsible for achievement.
The business process constructed taking into account these principles which allowed to implement the following tasks in practice became a project deliverable:
- Create the hierarchical system of the strategic and departmental objectives of the region with indicators of their achievement;
- Create the target programs coordinated to the system of the purposes and created by types of activity – services, works, actions, etc.;
- Create the plans of activity of public institutions covering everything types of activity of organizations and coordinated to target programs;
- Create the state tasks on the basis of the plan of activity;
- Create the register of public services, works, public and normative obligations;
- Create the register of payment commitments of area interconnected with the types of activity of authorities included in the plan of activity;
- Calculate financial provision on all types of activity of each authority and organization;
- Calculate financial provision of target programs and plans of activity (state tasks) of public institutions;
- Calculate the cost of public services;
- Create the budget (a text part of the Law on the budget with applications) on the basis of the program and target principles of planning, including the application by target programs, types of activity.
