2019: Discussion of creation of a system of the emergency reaction at road accident

On December 16, 2019 the GLONASS company announced a visit to Tashkent (Republic of Uzbekistan). Representatives of the company headed by the deputy CEO for business development of JSC GLONASS Ilya Axelrod participated in a meeting on creation of a system of the emergency reaction at road and transport and other incidents on highways in the Republic of Uzbekistan.

The meeting took place in the National agency of project management at the President of the Republic of Uzbekistan. The director of the agency Dmitry Li, the first deputy minister of information technology development and communications of the Republic of Uzbekistan Olimzhon Umarov, the head of representative office of the Russian export center Dmitry Prokhorenko, the management of fund of support of development of digital economy of the Republic of Uzbekistan "Digital trust" and representatives of SmartGeo company participated in a meeting (the general partner of JSC GLONASS in the territory of the Republic of Uzbekistan).

During the meeting Ilya Axelrod and the director of the company of SmartGeo Ulugbek Baydadayev told that based on joint work the concept and the feasibility statement on the project and also regulatory legal acts assuming creation of a system of the emergency reaction at road and transport and other incidents on highways in the Republic of Uzbekistan were prepared. The created system – an analog of GAIS "ERA-GLONASS" – will have to become technology basis for digital transformation of a transport complex of the Republic of Uzbekistan.

Participants of a meeting confirmed need of the fastest initiation of the project directed to implementation of the state functions on prevention of damage of life and health of citizens in the field of transport using the advanced navigation information technologies. Also the parties discussed the organizational chart of creation of the national operator of a system, questions of financing of the project and defined key milestones of the road map of the project.

The project of creation of a system of the emergency response to territories of the Republic of Uzbekistan got support from one of the key departments which are under direct supervision of the President of the Republic of Uzbekistan. On October 1, 2019 JSC GLONASS and SmartGeo company signed the memorandum of cooperation in development of navigation information technologies in the transport sphere. Partnership is aimed at providing consolidation of the technological solutions and examination which are saved up by JSC GLONASS during implementation of functions of the operator of GAIS "ERA-GLONASS", and efforts of the Uzbek company SmartGeo having extensive competences in the geoinfocommunication systems.
