The equipment of housing and public utilities will be equipped with GLONASS equipment

Garbage trucks of Moscow and the Moscow region will be equipped with GLONASS system, the Minister of Housing of the government of the Moscow region Alexander Solovyov reported. "This point is enshrined in the program of housing and public utilities for the next years", - A. Solovyov told.

Problems in the field of housing and public utilities were commented by Alexey Anatolyevich Smyatskikh, the chief executive of M2M Telematics group: "There are several problems in housing and public utilities which can be solved using navigation technologies on the basis of GLONASS. First of all, it is cleaning of territories, timely garbage removal, burial of municipal solid waste and so forth. For today thanks to GLONASS technologies timely control of cleaning of containers from house adjoining territories and territories of the different enterprises, shops is provided; control of emergence of unauthorized dumps and inappropriate use of vehicles by drivers.

After strict control of work of the public transport returns to normal - especially it noticeable in towns - the number of officially signed agreements on garbage removal sharply increases. The matter is that up to 50% of all waste it is exported illegally. In other words, the driver has secret arrangements with customers – physical persons and legal entities. Money, thus, flows away in the driver's pocket instead of going to the budget of the enterprise. It is the first problem. The second is connected with the fact that often drivers do not reach to a polygon of burial of garbage and knock down him directly at roads, in the forest; arranging, unauthorized dumps.

At the moment practically in all regions of the country implementation of GLONASS technologies in the field of housing and public utilities is performed, and this process goes quite well. It should be noted Ryazan, Penza, Khabarovsk, Volgograd and mn. other. Other question who as a result controls accomplishment of municipal orders for garbage removal i.e. whether the dispatching centers only at the level of the enterprises are organized or exists the dispatching center in specialized departments of housing and public utilities. It is a question of application of solutions GLONASS within creation of the uniform navigation and information system of the specific municipal entity or the subject of the Russian Federation. I consider that it is necessary to approach the solution of a question of housing and public utilities in a complex, to create at the level of the municipal entity the uniform center of collection of information how the equipment in real time works.

Implementation of navigation technologies in vehicle fleet of the enterprise completely excludes the "left" runs, fuel drainings, unauthorized use of special equipment. Moreover, it is really scavenged and it is with guarantee delivered to the place of a dump. At the enterprises the risks connected with administrative penalties for unauthorized garbage removal disappear. It should be noted also ecological aspect - the net city in which it is safe to live. Besides, modern navigation technologies allow to control also quality of cleaning of streets, especially during the winter period.

Now complete two-level solutions thanks to which it is possible to build navigation and information systems are necessary for the market and to control operation of the equipment both at the level of the enterprises, and at the level of the municipal entity in general. I consider that such solutions need to be applied in Moscow and the Moscow region. Moreover, similar solutions are logically built in a format of the Intelligent Transport System (ITS) of any large city as one of industry subsystems".
