Rostec designed the situational centers for Tatarstan and Bashkortostan

2019: Completion of design of the situational center Tatarstan

On July 10, 2019 the State Corporation Rostec reported that the Avtomatika concern entering into it completed design of the situational centers which will become an important element of "the digital government" in Tatarstan and Bashkortostan. Projects will promote increase in management efficiency and control of territories.

The uniform information and analytical system implemented based on a special hardware and software system will collect online information on social and economic processes in the region, to analyze a situation in the field of security, to monitor power objects and to accumulate state-of-health data of the industry, agriculture, trade, science and education. On the basis of collected data the situational center will make the mid-term and long-term forecast of a situation in the region, including assessment of potential risks.

Complexes in Tatarstan and Bashkortostan will become one of the first in a system distributed situational centers which are created in Russia according to the Decree of the Russian President. We are sure that our integrated IT solutions in the field of IT infrastructure will be interesting not only to state agencies, but also the large companies. Some elements of the situational center already underwent testing in practice. So, means of forecasting in the social and economic sphere and tools of a risk response of extremist and terrorist manifestations, including on the Internet, it was tested in the anti-terrorist commission of the Republic of Tatarstan. Besides, the Avtomatika concern together with Federal State Budgetary Institution SATs Ministry of Energy of the Russian Federation successfully approved a prototype of a system of situation management for power supply facilities.

In the long term the functionality of the situational centers is going to be expanded. Prototypes of the automated information system (AIS) of assessment of a status of radiation, chemical and biological protection in regions and the AIS of protection against emergencies are created. Tests of components will take place in three pilot regions in 2019-2020. By their results the decision on product introduction through the whole country will be made.

2018: "Automatic equipment" will execute design of the situational center of Tatarstan

The Avtomatika concern which is a part of State Corporation Rostec will execute design of the situational center of the Republic of Tatarstan which will become a basis of "the digital government" of the region. On July 30, 2018 reported about it in Rostec. It is supposed that the center will perform online collecting of up-to-date information about economic and social processes in the republic for acceptance of management decisions.

Project Tasks

The large-scale project provides creation of special software and hardware complexes, information resources and information and analytical systems, telecommunication equipment, complexes of the special software and an information security system using means of a kriptograficheskoyzashchita of data.

Purposes of creation of the center

In the situational center social and economic and social and political indicators of life of the region and also data on complex safety of inhabitants, for the subsequent hands-off processing will be flown down in real time. On the basis of data retrieveds a digital system itself will carry out the analysis of a situation, will create the forecast for a medium-term and long-term system and will offer options of the management decisions for achievement of goals facing administration of the region.

It is expected that the implemented algorithms will allow to estimate, in particular, the potential of implementation of republican programs in various sectors of the economy and to warn crisis situations. Also they will help to perform monitoring and forecasting of budget process, state procurements, indicators of employment of the population, development of the industry, trade, transport, health care, science and education, service industry, agriculture and other fields of economy.

Such tool gives the chance in real time to conduct monitoring and the objective analysis of social and economic and social and political processes in the region. A system allows to react to possible crisis situations, the arising requests and problems quickly. Thus, modern digital technologies help to improve quality of management of the territory — Ekaterina Baranova, the director of communications of State Corporation Rostec noted.

Also it is planned that a system will consolidate data from governing bodies, federal information systems, bodies of statistics and data from open sources, including media and social media in network the Internet.

Project Progress

According to Ruslan Suleymanov, the chief product officer of civil appointment of Avtomatika Concern, for ensuring functioning of the Situational center creation of three circuits — the open, confidential and closed with reservation data will be provided in different conditions of a situation. At the heart of the project the development of Tatarstan given about the priority directions and possible crisis phenomena will be put.

As of July 30, works on creation of the process chart of works are conducted. It is going to complete the works on design of the situational center in 2018.
