Situational analytical center of the Government of the Rostov region

The situational analytical center of the Government of the Rostov region was created in 2011 for the purpose of providing the government of the Rostov region with the operational and up-to-date information necessary for acceptance of effective solutions in questions of management of social and economic development of the region. According to an effective objective, SATs provides accomplishment of the following tasks:

• the round-the-clock monitoring of a situation to areas, collecting, processing and information analysis about a political, social and economic situation in the area with preparation of the daily operational report of the set form;
• optimization of the represented information and analytical materials prepared in accordance with the established procedure by divisions of the Government of the Rostov region, territorial authorities of federal executive authorities, other bodies and the organizations;
• providing in accordance with the established procedure based on modern IT of information exchange with the Situational Center (SC) of the Russian President, STs of the Russian President's Plenipotentiary in the South federal district, territorial authorities of federal executive authorities, local government authorities and other bodies and the organizations;
• updating of the databases and informational portals unrolled on technical means of situational analytical center.

At the moment SATs functions in the round-the-clock mode with permanent watch of regular specialists of the center. For operational assessment of a situation information from the following ministries and departments comes to the center using different types of communication (file exchange, e-mail, phone, the fax):

The Ministry of Emergency Situations of the Rostov region (the report on the fires) • The Ministry of Internal Affairs • The person on duty on ambulance • DPChS (processes information arriving from municipalities and issues aggregated data on emergency in the area) • Abnormal service housing and public utilities • The person on duty on Ministry of Transport (information on drifts and an ice) • The person on duty of the airport • Person on duty of river port

Access to informational portal SATs on which relevant information materials, reports of the Ministry of Internal Affairs, the Ministry of Emergency Situations and DPChS, information on incidents to areas and also daily reports on monitoring of media are placed is provided for the staff of the Government. When forming such materials of analytics of the center use components of the geographic information system and decision making support system allowing to estimate and compare indicators, key for area.

The Polymedia company carried out all circle of tasks of equipment of SATs a complex of audiovisions. SATs consists of the situational hall on 21 places, the hall of analysts, the premises for service on duty and an equipment room. As a fixed asset of information display in SATs serves the videowall of high resolution in configuration 3х2 on the basis of the projective modules Mitsubishi 50' with a LED light source. In a common information space specialists of Polymedia used the special graphic RGB Spectrum MediaWall controller which processes signals from all sources and outputs information in the multiwindow mode to consolidation of projective modules.

For providing in SATs of high-quality and operational communication during the regular remote meetings with municipal entities of area the Polymedia company equipped the center with the system of a video conferencing and also a recording system and archiving of meetings.

Specially set congress system provides high-quality audio delivery of the speech of participants of meetings and also observance of regulations of performances in SATs, registering requests of persons interested to take the floor and providing it in certain time. The upgraded SATs hall is equipped with interactive means, including the system of the interactive report and even the document camera allowing to display in real time collective use of the image of objects, documents and other real objects. The interactive display installed in a workplace of the first person allows without keyboard and a mouse to manage information provided on the videowall, to enter marks and to address materials of websites and multimedia files, without resorting to someone's the help. Premises of service on duty are also equipped with visualization tools for information display, an operational situation, necessary for monitoring, in the area coming to the center from the departments and intelligence agencies stated above.

It should be noted that in the project for SATs of the Government of the Rostov region the Polymedia company for the first time applied the unique system of professional lighting to television stations of Bright Line which provides high quality of lighting during a video of meetings.

Control of all equipment in SATs is exercised on a centralized basis using the integrated Crestron management system.

Upon termination of works, specialists of Polymedia company provided training of staff of SATs in use of the equipment of the created hardware and software system.
