IBM and the Moscow Department of Information Technology launched in operation of a single city system of the normative reference information (NRI) on the basis of the solutions IBM Master Data Management.
Start
The Government of Moscow having the high level of automation and the developed ICT infrastructure faced a problem of disintegration of the data necessary for providing electronic state services by different executive authorities. Their inconsistency resulted in difficulties by search and obtaining necessary information, to duplication of data and errors at their processing. For process optimization the management of IT department of the city made the decision to create uniform storage of the normative reference information which task was to provide a full integration of data from more than 150 sources and to guarantee a first line support of providing electronic state services.
"Different writing of the addresses, contradictory data on amount of preferential categories, a dissonance in types of premises, etc. – all this was supported at the same time by several departments, entered turmoil and created chaos which is difficult for automating, – the head of city IT department Artyom Yermolaev noted. – Thanks to creation of the integrated data warehouse which departments can address in real time interdepartmental interaction strongly became simpler, we took a serious step to the exterritorial principle of rendering public services and wide circulation of electronic services".
Solution
The system of the normative reference information developed on the basis of Master Data Management for PIM and IBM BPM technologies provides data integration from more than 20 authorities of Moscow. The solution is deployed based on high-end servers of the class high-end IBM Power 770 based on IBM AIX operating system 6 that reflects the aspiration to guarantee the highest level of service, the maximum security of critical data and also uninterrupted operation of service in mode 24 on 7 at the minimum operating expenses.
