IBS Borlas automated budget planning of JSC Chelyabenergosbyt

In JSC Chelyabenergosbyt the corporate information system based on E-Business Suite Oracle applications works. A system was implemented specialists of IBS Borlas and now covers the Finance and Personnel directions. Within development of a system in February, 2010 the project on process automation of budgeting during which at the enterprise the Oracle Hyperion Planning software product was implemented was begun.

As the head of practice of CPM IBS Borlas Hlevnyuk Sergey reported: "The project came to the end in January, 2011. The implemented solution covered the centers of the financial responsibility of JSC Chelyabenergosbyt, i.e. all divisions of the company. In a system 50 jobs are created. By means of Oracle Hyperion Planning planning, the analysis and approval of all financial activities of the enterprise is performed now, process of budgeting in different divisions is unified, calculations of budgets in different indicators are conducted and brought together, versions of budgets are planned, the history of the changes made to them remains".

In particular, according to Sergey Hlevnyuk, using a new system the income and expenditure budget, the budget of cash flow, the balance sheet sheet form. These budgets reflect planned financial performance and serve for assessment of the planned dynamics of development and efficiency of the different directions of business, for financial analysis of the company. Planning is conducted both from below up, and from top to down. The possibility of detailing to the set level of credentials, tabular and graphic display of planned and actual information is provided, the possibility of summing of data is provided in different cuts. Algorithms for carrying out the analysis on planning horizons and the plan fact of the analysis are also implemented. Control of the course of budget process of the company is provided. In a system the reporting of a strict format, for example, the income and expenditure budget external, the income and expenditure budget internal, the business plan external, etc. is automatically prepared.

According to the head of department of automation of JSC Tcheliabenergosbyt Alexander Menshikov: "Implementation of Oracle Hyperion Planning became an important step on the way of development of a corporate information system of our enterprise according to requirements of business. A new system allowed to organize effective financial planning that is expressed in reduction of terms of preparation of information, increase in transparency of budget process, providing high degree of accuracy of the data and, respectively, quality of budgets. The company is going to develop the operating management system further".
