2020: Plans of creation of an ACS "Rosseti the Center" in the Voronezh region

VTB Leasing and Rostelecom will create an end-to-end automated system of electricity metering and telemechanics with remote data collection for objects "Rosseti the Center" (the public name of PJSC IDGC of Centre) in the Voronezh region. On September 2, 2020 Rostelecom reported about it.

Financing of the infrastructure project which cost is nearly one billion rubles will provide VTB Leasing. Rostelecom will coordinate technical implementation — creation of infrastructure, deployment of the equipment and digital solutions, construction and balancing and commissioning. It is the first similar leasing project in the field of digitalization of power for both companies.

The system implemented by Rostelecom will allow the electric grid company to automate accounting and monitoring of energy resources, to provide management of engineering infrastructure. Automatic information transfer on the basis of the data obtained from metering devices will reduce costs for manual entry of indications and will exclude distortions of power grid parameters.

Rostelecom will perform project works for "Rosseti the Voronezhenergo Center" (PJSC IDGC of Centre branch) in 16 DEN (district electric networks) which cover more than a half of the Voronezh region. The company will carry out design and exploration work, will deliver and will install about 43 thousand metering devices of the electric power and 600 transformer cabinets. The project includes eight stages and is implemented in extremely short time. Nearly a half of all amount of works should be executed until the end of 2020, and end is planned in July, 2021.

Rostelecom has experience of creation of automated systems of electricity metering more than in ten subjects of the Russian Federation. Such digital systems allow to increase effective management of power grid economy, including increase in efficiency and reliability of the collected data, percent of collecting of payments from users, automation of drawing of accounts for the consumed energy. The project in the Voronezh region will be implemented taking into account our examination and to use the equipment and solutions which already proved the high effectiveness. Automation of accounting systems very quickly begins to bring return, raising economic and operational indicators of the customer — divisions of Rosseti — the vice president for applied projects of Rostelecom Igor Zimin noted.

the Automated system will allow to keep intellectual account of electricity consumption, to reduce operating and investment expenses, to reduce losses of the electric power, to control work of networks in the remote mode, to warn emergency situations and to improve reliability indicators. Similar approach is conformable the existing Strategy of development for an electric grid of the country approved by the Government of the Russian Federation — the CEO "Rosseti the Center" and "Noted Rosseti the Center and Volga region" Igor Makovsky.

Rostelecom cooperates with VTB Leasing since 2019. The leasing company finances purchases of storage systems by provider, telecommunication and the IT equipment. The equipment is purchased for rendering services in public contracts within projects of digitalization of economy of the Russian Federation. The term of leasing is five years, all bargains are concluded with zero advance payment.
