The Asteros Consulting company completed implementation of a billing system of Oracle Utilities Customer Care & Billing for automation of settlings with consumers in power supply companies of IES-Holding.

Background

Within changes in maintenance strategy of consumers and implementation of world practices in customer service it is decided to create a single billing system for settlings with consumers in all sales enterprises of holding.

"Until recently we used several cells of separate billing systems. They were difficult accompanied, had no uniform data source and required the large volume of manual transactions. To increase quality of provision of services, to expand their list additional to services in the field of an energy audit, energy efficiency, it was extremely important to us to have the high-quality billing tool which allows to receive a clear picture on all consumers" — Sergey Emelchenkov, the CEO told KES-Energosbyt.

Tasks

Existence of the uniform data warehouse, the developed industry functionality and possibility of reporting in real time became the main solution specifications. A choice is made for benefit of the Oracle Utilities Customer Care and Billing system (CC&B) which is the most full corresponding to requirements of the enterprise. The Asteros Consulting company became the contractor of the project.

Solution and expectations

As a result of implementation calculations for 960 thousand to personal accounts are automated. According to preliminary estimates, thanks to a system the cost of service of one account will fall by 27%, and the cost of documents of a mass press (receipts, agreements and so forth) — more than for 40%.

Upon termination of all project the billing system will support more than 4600 thousand personal accounts.

Opinion

"We paid special attention within the project to specific requirements of the power enterprise. We implemented the solution for mass input of indications of metering devices, automatic recalculation of accounts for service, calculation of consumption for all-house needs and in the absence of indications of metering devices. The developed system completely meets requirements of the legislation for settling with individuals. Automation will allow to reduce considerably the volume of manual transactions and to release about 200 people servicing now billing" — Mikhail Sherstobitov, the head of practice of Oracle of Asteros Consulting company emphasized.
