The Federal Chamber of Lawyers has implemented a Russian DBMS for all its 110 thousand users

The Federal Chamber of Lawyers of Russia has completed the transition to the domestic database management system Platform V Pangolin DB manufactured by Sber Tech, which now serves more than 110 thousand users of the Integrated Information System of the Russian Bar. The new solution replaced the foreign DBMS and became the technological core of the entire information infrastructure of the Russian bar. This became known in mid-August 2025.

According to the press service of Sber Tech, the Russian DBMS will ensure reliable and safe work with data within the framework of the CIS AR. The solution is based on PostgreSQL technology and contains more than 80 special modifications to improve performance, security, ease of development and system maintenance.

The Federal Chamber of Advocates develops the CIS AR in compliance with the principles of adaptability, distribution, scalability and security of information storage and processing processes. To build such a system, a Russian solution was required that could effectively manage large amounts of data.

The key factor in choosing Platform V Pangolin DB was the availability of the FSTEC certificate of Russia, confirming the compliance of the product with all the necessary criteria in the field of information security. This certificate is a mandatory requirement for the certification of state information systems.

The transition from a foreign solution to a domestic DBMS will allow KIS AR to integrate with the information systems of the justice bodies, courts, law enforcement and other state structures of Russia. The system will become part of the country's digital economy ecosystem.

Migration to Platform V Pangolin DB was implemented nondisruptively. The CIS AP retained full functionality both during the transition period and after its completion. All processes run quickly, continuously, and with a high level of data protection.^[1]
