Rosfinmonitoring purchases servers and DSS under PostgreSQL and Astra Linux for 164.4 million rubles

On April 9, 2024, the Federal Financial Monitoring Service of the Russian Federation (Rosfinmonitoring) announced a tender for the purchase of equipment and software for the development of the Unified Information System of the department. The initial contract price is 164.4 million rubles.

The tender documentation says that Rosfinmonitoring requires one storage system (DSS) and one DSS expansion kit, as well as two database servers. In addition, 10 perpetual licenses for the right to use the DBMS and one DBMS technical support certificate for 2 years are purchased. The contract provides for the execution of installation and commissioning works, as well as works on the installation and configuration of software.

In accordance with the specification, the DSS shall be equipped with two redundant controller modules operating in Active-Active mode. You must have at least 60 2.5-inch drives with at least 3.84 TB SAS and at least 34 SSD NVMe SSDs with at least 7.68 TB each. In turn, database servers must carry on board two processors (at least 24 cores), at least 8 TB of RAM, two or more drives M.2 from 480 GB each, at least 10 NVMe SSDs with at least 3.2 TB each. Compatibility with Astra Linux SE 1.7, ECP VeiL 5/6, SpaceVM is required.

The license for the right to use the DBMS should allow expanding the volume of available computing cores per computing core in the existing Postgres Pro Enterprise DBMS.[1]

Rosfinmonitoring will spend 353 million rubles to transfer its IT infrastructure to PostgreSQL and Astra Linux

On February 9, 2024, the Federal Financial Monitoring Service of the Russian Federation (Rosfinmonitoring) announced a tender for the development of the Unified Information System (EIS). We are talking about the transfer of the department's IT infrastructure to domestic software, including Astra Linux. The initial contract price is 352.82 million rubles.

The goals of the project are to increase the efficiency of financial institutions; ensuring the safety and targeted use of budget funds; participation in decriminalization and increased transparency of sectors of the real sector of the economy, taking into account the identified risks of money laundering; reducing the risks of terrorist financing; creation of conditions for effective fulfillment of tasks (personnel, security, information technology, financial, etc.).

As part of the modernization of the IT infrastructure, it is planned to transfer components of a single data warehouse and other elements of the EIS to domestic software or ON open source. The contractor, in particular, will have to implement a service that provides information exchange between databases based on PostgreSQL and the AstraLinux OS file system. The terms of reference specify the need to translate user interface elements to the Web client - forms, tables, input fields, object cards, search components. In addition, the development of various functional modules and the integration of EIS components are envisaged.

Funding will be fully carried out from the federal budget. The work will be carried out in seven stages. The Contractor can involve subcontractors from among small businesses and socially oriented non-profit organizations in the implementation of the contract. The term of work under the state contract is from the date of its conclusion to November 29, 2024.[2]
