Federal Tax Service Russia implemented a large-scale project for the introduction of a domestic low-code platform Puzzle RPA with an integrated artificial intelligence module, the architecture of which is designed to serve more than 120 thousand workplaces. This project is one of the largest implementations of the Russian RPA solution in the public sector. This became known in August 2025.

The contract provides for the receipt of an indefinite and unlimited license for the use of a software product, the right to develop it within the department, as well as technical support until 2028 as part of the digital transformation of tax administration.

The software product is registered in the register of domestic software, operates completely autonomously without the need for an Internet connection, which ensures a high level of information security of state data. The platform allows you to create and run software robots to automate a wide range of routine operations.

The technological solution automates the processing of documents, data collection and analysis, reconciliation and reporting within the framework of tax administration. The platform GPT component provides unstructured data, text query interpretation, and document generation based on predefined templates.

The terms of the state contract provide for the indefinite use of the platform without restrictions on the number of copies of software, automated processes and system users. The Federal Tax Service receives the right to adapt the platform to the specific needs of the department and transfer licensing rights within the structure of the tax service.[1]
