2023: Commissioning of the Digital Active and Reactive Power Remote Control System
A branch of SO UES JSC Regional Dispatch Department of the Omsk Region Power System (Omsk RDU), together with the Hevel group of companies, commissioned a digital remote control system for the active and reactive power of the Russo-Polyanskaya solar power plant from the dispatch center of the branch of the System Operator. This is the first project of remote control of a renewable energy generation facility, implemented in the energy system of the Omsk region.
The SES active and reactive power remote control system was put into operation after the completion of pilot operation, which was carried out from December 2022 to May 2023. Tests confirmed the high efficiency of the system. Changing the operating mode of the Russian-Polyanskaya SES by means of remote control from the dispatch center reduces the execution time of commands to 1-2 minutes.
The use of a digital system to control the operating modes of the Russo-Polyanskaya SES, among other things, will ensure permissible voltage levels in the 110 kV electrical network of the adjacent energy zone in emergency situations.
The commissioning of the remote control system provides additional tools for regulating the electric power regime to eliminate accidents in the power system and promptly restore power supply to consumers in the southern part of the power system of the Omsk region.
Within the framework of the project, the Omsk RDU and the Hevel group of companies implemented a set of technical measures, including the organization of channels for the transfer of remote control commands in compliance with information security requirements and the necessary tests.
The Russian-Polyanskaya SES with an installed capacity of 30 MW is an important energy facility of the Omsk region. It has a significant impact on the operating mode of the region's power system.
As of June 2023, two large solar power plants with a total installed capacity of 60 MW operate in the power system of the Omsk region, which is 3.8% of the total capacity of the region's power system. Solar power plants are also installed at large industrial enterprises of the region as part of measures for resource and energy saving.
2021: Launch of the Russo-Polyanskaya solar power plant with a capacity of 30 MW
In the Omsk Region, with the participation of the Minister of Energy of the Russian Federation Nikolai Shulginov, the Governor of the Omsk Region Alexander Burkov and other officials, the launch of the Russo-Polyanskaya Solar Power Plant (SES) with a capacity of 30 MW took place. This was announced on December 10, 2021 in the Hevel Group of Companies, which acts as an investor in the project.
The station, consisting of 84 thousand solar modules, is located in the Russo-Polyansky district and covers an area of about 90 hectares. Construction work on the site began in June 2021. On December 1, the Russian-Polyanskaya SES entered the wholesale market for electricity and capacity. The projected volume of electricity generation is 35.5 million kWh per year, which will ensure an annual reduction in carbon dioxide emissions by 12.7 thousand tons.
The volume of investments in the implementation of the project amounted to 2.8 billion. rubles During the implementation of the project, more than 100 temporary jobs were created for the period constructions and 19 permanent jobs for servicing SES.
After the commissioning of the Russo-Polyanskaya SES, the total installed capacity of solar power plants in the power system of the Omsk region reached 60 MW, which is 3.8% of the region's power system.
The implementation of projects for the construction of solar generation will improve the reliability and quality of electricity supply in the region, reduce losses in power grids, and will also contribute to environmental conservation and the region's achievement of sustainable development goals, Hevel noted.
