The investigation established that in August 2020, funds were allocated from the reserve fund of the Government of the Russian Federation for the construction of a fast-moving infectious disease hospital in the Ivanovo region to provide medical care for COVID-19 infected coronavirus in the amount of 2.57 billion rubles.
In October 2020, the Department of Construction and Architecture of the Ivanovo Region signed a state contract with the contractor to carry out work on the construction of this 360-bed covid hospital until the end of 2020.
The contractor has not completed the work on the deployment of the infectious disease hospital within the period established by the contract, the hospital has not been accepted, while the budget funds are transferred to the contractor in full. A criminal case was opened against officials of the Department of Construction and Architecture of the Ivanovo Region.
The thematic order said that the funds are sent to the EMERCOM of Russia "to provide one-time financial assistance in the form of a subsidy to the budget of the Ivanovo region." The Ministry of Emergency Situations also had to monitor the targeted and effective use of funds and submit a report on this to the Government of the Russian Federation by March 1, 2021.
It is known that the general contractor for the project was Gazholodmash, to whose account 2.57 billion rubles were transferred to Ak Bars Bank. By the end of April 2021, Gazholodmash is also working on the installation of engineering networks in the building under construction with the clinical rehabilitation center of the clinic of the R.M. Gorbacheva Research Institute of Pediatric Oncology, Hematology and Transplantology, as well as in the new part of the ophthalmology clinic of the First St. Petersburg State Medical University named after academician I.P. Pavl.[1]
