2017: Krasnodar Krai will spend more than 900 million rubles for pilot sections of "The safe city"

Krasnodar Krai is ready to pay more than 900 million rubles for works on creation of pilot sections of the Safe City system in Krasnodar and Sochi. Purchase^[1] of the corresponding services for the benefit of the local Ministry of Emergency Situations was published on June 21, 2017.

In structure of a hardware-software complex "Safe city" should leave: a complex of the automation equipment of the regional platform "Safe City" the uniform centers of rapid response in Krasnodar and the resort town of Sochi and also a subsystem of photovideo fixing of violations of traffic regulations.

The regional platform "Safe City" should include a data integration subsystem, an integration geoinformation subsystem, subsystems of electronic interaction, complex monitoring, complex informing and the notification, information security.

The Safe City system of Krasnodar Krai is going to be integrated with a number of the systems of security belonging to third parties

According to the published tender documentation, "The safe city" is created for the purpose of warning of crisis situations due to implementation of analysis systems and monitoring of data from the different existing and perspective systems and terminal units.

Also the purpose is increase in efficiency of reaction at accomplishment of actions for the emergency warning and liquidation of crisis situations and incidents, expansion of a range of controlled threats, improvement of coordination of operational interaction of all persons on duty, dispatching offices and city services due to integration of systems into a common information space.

With technical and organizational capability it is necessary to implement the automated interface of a system to the systems of ensuring public security, law and order and security of the habitat belonging to other organizations. Among them - a regional Data acquisition and processing center of an automated system of control and monitoring of a flood situation which is under authority of Administration of Krasnodar Krai, the Uniform state monitoring system of a radiation situation to the Russian Federation, the Uniform complex of video control and video fixing of Krasnodar Krai.

For example, a system can be also integrated into Sochi, for example, with a subsystem of collection of data and transmission of messages on accidents of the engineering systems of the mountain and tourist center of Gazprom, in Krasnodar - with a system with similar functionality at the Pashkovsky airport.

Part of works which should be executed within the project belongs to development of networks of terminal units of complex monitoring of parameters of the environment to regions Krasnodar Krai. For this purpose the contractor will need to perform some works on the existing engineering design of creation of the regional automated system of operating control and monitoring intended for forecasting of occurrence of extreme situations and their effects.

In addition, within the project it is necessary to perform works on development of network of video monitoring in a number of territories of Krasnodar Krai.

Planned date of completion of works is designated October, 2019.

The Ministry of civil defense and emergencies of Krasnodar Krai acting as the customer on the project could not comment at the time of the publication how it corresponds to earlier performed works on "The safe city" in Krasnodar and Sochi.

2014: 470 video cameras of the Safe City system work in Krasnodar

Earlier different works within "The safe city" were already conducted in Krasnodar Krai. Regional mass media in 2014 reported that a system Sochi, Anapa, Gelendzhik and some other cities of Krasnodar Krai actively use ^[2].

The same year the Administration of Krasnodar reported that in the city about 470 video cameras work at streets which online transfer "picture" to the city situational center^[3]. The same year there were plans to install 100 more video cameras, and as much - to enter into work in 2015.
