Lenenergo (APCS)

Within automation of process of registration and processing of requests the new version of the automated control system for process of technology accession (PTP ACS) * was created.

Situation

The customer company already used a system for acceptance and processing of requests on technology accession to the electric networks. However the current version required upgrade and introduction of additional functionality. For the purpose of quality improvement of work and simplification of the procedure of connection search of a new solution which would carry out the following tasks was conducted:

providing information on a status and work flow on requests in real time, identification of responsible specialists in the specific request at the moment, automation of different process steps of processing and accomplishment of requests.

Acceptance and processing of the request begins with its registration in a system and comes to an end with the conclusion of the subscriber agreement. This business process is complicated by a large number of types of requests and routes of their movement, need of scanning and accession of additional documents, approvals of the request in a number of adjacent divisions of JSC Lenenergo. With respect thereto implementation of the following functions became a main objective of the project:

• implementation of the optimized schemes of routes of the movement of requests in divisions of Lenenergo across St. Petersburg;
• the translation of documentation in an electronic form;
• possibility of daily work planning according to requests for employees and divisions;
• tracking of the movement of the request on all divisions;
• monitoring of execution of works according to the request at the scheduled time (time frames are accurately regulated by legal acts).

A system should be developed at the choice of the customer on the Microsoft SharePoint platform and is integrated with other existing applications and databases.

Solution

Within automation of process of registration and processing of requests the new version of the automated control system for process of technology accession (PTP ACS) was created.

A system is implemented based on Microsoft SharePoint Server 2010. As data warehouses Microsoft SQL Server 2008 (data of SharePoint, intermediate data of business processes) and also Oracle databases of DB (reference books, the main attributes of requests) and electronic archive Saperion (the documents attached to the request) integrated with the platform are used. The reporting is implemented using Silverlight technologies, the certain client under IPad is also developed.

Advanced functionality of an ACS of PTP allowed to implement more than 15 types of requests, to configure routing depending on their type, to regulate terms of execution of works on each stage. The solution developed by specialists AstroSoft provides to the user an opportunity:

• browse and register requests for technology accession across St. Petersburg;
• enter data in the request depending on a role;
• scan and put documents to the request;
• appoint responsible specialists for accomplishment of the specific request depending on a work stage;
• look for clients, the addresses, requests on different key attributes;
• control a request status.

The ACS of PTP fixes the history of actions according to requests, turning-on information on the operator of change, date and time of change, the description of change. Functional separation of access rights to system elements is set. Automatic numbering of the request by the existing rules and synchronization with the number pool which is already existing in the previous version of a system is conducted. Thus, the updated system allows:

• to quickly trace request provision,
• separate informational and functional filling of a system depending on a role of the user,
• carry out analytical work and create reports.

Result

The solution created on the Microsoft SharePoint platform represents the system allowing to register and process all types of requests for technology accession across St. Petersburg. About 100 jobs in a number of divisions of JSC Lenenergo are automated. The employees working with PTP ACS were trained under the leadership of specialists AstroSoft. In the project the functionality conforming to requirements of the customer is implemented.

A new system created opportunities for planning of activity of employees for different time frames, optimization of interaction of divisions and simplification of approvals in the adjacent organizations. As a result considerably the quality and efficiency according to requests increased. An opportunity to attach additional documents in electronic form reduced dependence on paper document flow and positively affected an adherence to deadlines.

In further plans of the customer - replication of the solution in eight branches and divisions of the company on the Leningrad Region.

• Further based on an ACS of PTP, original development for Lenenergo, the AstroSoft company created industry solution of an APCS.
