2024: 1C Procurement Management: Holding Management for JSC LOESK

JSC LOESK (Electric Networks of St. Petersburg and the Leningrad Region) is the second largest distribution grid company after Lenenergo in the Leningrad Region and one of the largest electric grid companies in the country.

Project Description

Project objective: Implementation of the procurement management information system as part of the integrated enterprise automation project based on the 1C: Holding Management 8 product.

Project Objectives:

  • Implement a procurement management module;
  • Develop and implement a module for interaction with the UIS (zakupki.gov.ru);
  • Implement a document approval mechanism;
  • Develop and implement an integration module with ETP;
  • Implement a demand collection module and upgrade the contract management module in the FCD ACS.

Project features:

  • The company has more than 2,000 employees. Availability of branch network;
  • The company supplies electricity to about 150 settlements of the Leningrad Region with a population of more than a million people;
  • The company already had an information system implemented.

Work on adaptation of the standard solution:

  • Integration with ETP Roseltorg and ETP Comita was developed and implemented;
  • The possibilities of the procurement documentation preparation process have been expanded;
  • The functionality of document approval has been significantly improved;
  • The document "Analytical Note" was developed;
  • A block of analytical comparison of data with FPI, BI, BDDS, BDR has been developed.

Implementation results

The implementation of the Procurement Management Module ensured that:

  • Transparency and prompt access to documents reflecting procurement activities;
  • Quick viewing of information on purchasing plan items in the unified information system;
  • Carrying out small and simple purchases of goods (works, services) using the document "Analytical note."
  • Flexible user rights settings.

The development and implementation of the module for publishing procurement procedures and related documentation at the UIS (zakupki.gov.ru) helped to automate interaction with the UIS portal from 1C: Holding Management, simplify control of the current procurement plan. Increased the efficiency of personnel work due to one-time data entry.

The introduction of a mechanism for coordinating documents in a single information space ensured transparency of information on the current progress of coordination both in the system and by e-mail. It became possible to inform users about the progress of document coordination through notifications in the system and by e-mail.

The development and implementation of the integration module with ETP ensured the automated unloading of procurement procedures at ETP Roseltorg and ETP Comita. Obtain up-to-date information about the current stage of the procurement procedure. Download requests for clarification of documentation provisions and send responses to them. Load vendor requisitions with ETP. Unloading of procurement procedures protocols to ETP.

The implementation of the demand collection module and the modernization of the contract management module in the ACS FKD realized the need to upload documents reflecting the results of procurement (winner selection protocol, analytical note) from 1C: Holding Management to the ACS FKD system with the further possibility of specifying them in the documents CD: Draft contract and PDA: Draft contract. Reflection of the concluded contract in the procurement procedure and analytical note. Possibility to monitor data of FPI, BI, CDD, CDD at the stage of procurement approval. Ability to generate reports on completed purchases.
