Rosreestr switches to Russian Linux for 863.7 million rubles

On March 19, 2024, the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) announced a tender for the purchase of Russian software. A total of 863.76 million rubles are planned to be spent on domestic operating systems, software for working with documents and other products.

The tender documentation says that the purpose of the project is to transfer automated workplaces and a single directory service to domestic software in accordance with the requirements of the state policy on import substitution. In particular, 370 licenses of the server OS on the Linux kernel are purchased at a cost of 73.9 thousand rubles apiece - only 27.3 million rubles. This platform should include certified virtualization tools that provide trusted virtual machine loading, integrity monitoring, event logging, access control and other security features, virtual machine backup, and user identification. The server OS should include a set of programs of the object-relational database management system. Russian microprocessor architectures Baikal-M and Elbrus-8S should be supported.

In addition, Rosreestr requires client OS of two types on the Linux kernel - 3220 licenses for 21,505 rubles (for a total amount of 69.25 million rubles) and 29,680 licenses for 13,440 rubles (for an amount of 398.9 million rubles). All listed products must have a certificate of compliance with the requirements of the regulatory documents of the FSTEC of Russia.

In addition, the organization acquires 32.9 thousand licenses for software for working with documents for 9430 rubles per license - a total of 310.2 million rubles. The set should include editors of texts, tables and presentations, as well as a mail client. Another approximately 57.9 million rubles will cost services for pre-project examination, installation of software and maintenance.[1]
