2018: T-Platforms avoided a 70-million penalty
The Moscow state technology university "Stankin" did not manage to collect from supercomputer company "T-Platforms" a penalty in the amount of 70.4 million rubles for improper execution of the contract connected with upgrade of processes of metal working due to implementation of domestic IT. The arbitration court of Moscow rejected the corresponding claim of university in full[1].
The considered works belong to the agreement between Stankin and T-Platforms signed on April 27, 2015 for the amount of 241.5 million rubles. In its framework the component of the developmental work (DW) "Development of processor payments of the terminal and panel of manual control, the terminal, panel of manual control and programming and the built-in SAM - the module" was executed (from engl. Conditional Access Module, the module of conditional access).
In the Circuit.focus database of information on this agreement is not present. The search system of the website of state procurements does not detect the tender with such name. However it is known that this agreement in fact was subcontracting in relation to the contract between Minpromtorg and Stankin, concluded on December 22, 2014 for 511.5 million rubles on ROC "Large-scale import substitution of technologies of metal working due to development of a domestic microelectronic and hardware-software system of numerical control by the machine with the specialized managing director of the world-class software".
On the appeal of a sentence, "justificatory" for T-Platforms, Stankina month from the moment of the publication of the complete judgment was allotted. This term expires on May 18, 2018. At the time of the publication of material in the press service of Stankin did not answer questions of CNews, concerning whether agree in university with outputs of judges and whether intend to dispute them somehow.
