The city authorities will allocate ₽1,059 billion for the development and technical support of the automated information system "Management Center of the Urban Economy Complex" in the period from 2025 to 2027. The project is designed to improve the management decision-making system in the field of urban economy and automate the monitoring processes of urban infrastructure facilities. According to the newspaper, tender procedures started on August 19, 2025 on the public procurement website. Contractors can apply by September 4 and the winner will be determined on September 12. The project provides for a phased implementation with the inclusion of work to maintain the functioning of the system, expand capabilities, plan the replacement of operating systems and ensure information security.
As part of the modernization, it is planned to create a section "Technological incidents, emergency events and emergencies," the development of the section "NSI management" and the introduction of automated testing mechanisms. The developers will also create electronic training courses to train system users.
The current system already includes several key subsystems: information interaction, monitoring and dispatching, analytical subsystem, incident management, data storage and regulatory reference information management. There are also subsystems of data aggregation and preparation, administration, information security and specialized solutions "KGKh Monitor" and "WS of DFKh manager."
The new stage of development involves the expansion of functionality and integration with external state information systems. The terms of reference provide for the use of modern domestic software and open solutions to increase technological independence.[1]
