2024: Creation of Anti-Money Laundering System
QSoft has created a web application to comply with the requirements of the Federal Law of 07.08.2001 No. 115-FZ "MegaFon." Now the mobile operator has the ability to automatically send the data necessary for reporting to government agencies to Rosfinmonitoring.
The development of the AML system (Anti-Money Laundering) for MegaFon PJSC was carried out by QSoft. The decision proposed by the contractor is necessary to comply with the requirements of Federal Law No. 115-FZ of 07.08.2001 "On Combating the Legalization (Laundering) of Proceeds from Crime and the Financing of Terrorism" and allows automating the sending of Formalized Electronic Messages (FES) to Rosfinmonitoring. The software is implemented as a web application and meets high security requirements.
Project Progress
The development of the AML system began in June 2022 and was carried out in two stages. Initially, QSoft implemented MVP functionality, implementing data scoring functionality and basic system logic. Information was taken from the customer's internal systems: mobile commerce, billing and subscriptions to VASP (service providers in relation to virtual assets). According to QSoft, the design of the architecture took into account the daily volume of changes in the data of PJSC "" and MegaFon subsidiaries, as well as the requirements for safety personal protection both confidential information and confidential information.
Next, the operator's workplace was created, where information on the implementation of internal control was summarized. Flexible configuration of data scoring was implemented, automatic generation and sending of Formalized Electronic Messages (PES) to Rosfinmonitoring was set up. In turn, the results of control by the state were also sent back to the system, which made it possible to obtain a complete picture of interaction for each specific case. In addition, as a result of the audit, it was possible to upload the report to Excel.
At the next stage of the project implementation, the system will be replicated to the subsidiary of MegaFon PJSC - Yota. QSoft will continue to deploy the system in the closed loop of the customer and take care of limiting outside interference, which includes strict requirements for code security, password policy and connection to government information services (through a secure proxy). Development libraries will also be stored in specialized Artifactory repositories, and end-to-end authorization of operators will occur through Active Directory.
Results of work
As a result of the project, an application was created for automated reporting for state bodies in order to comply with the requirements of Federal Law No. 115-FZ. The system works stably at high loads. The web application is used by more than 20 operators with various access rights responsible for the execution of decisions of government agencies. Data scoring is carried out according to various parameters. The functionality of sending Formalized Electronic Messages (PES) to Rosfinmonitoring has been implemented. The high level of information security of the customer was also taken into account, the project was implemented in a closed circuit. In addition, the architecture of the created system provides for the possibility of horizontal and vertical scaling, QSoft said.
