Content

The MegaFon company at the beginning of November, 2017 announced implementation of the federal management system for a radio network (FMSRN) in all the branches. A system in the automatic mode performs a problem of correction and reconciliation of parameters of base stations of cellular communication.[1]

Prerequisites

The need for FSUR in MegaFon arose because in network of the operator a large number of the equipment of different producers works: Nokia, Huawei, Ericsson, Siemens, NEC. It is necessary for correct network functioning that parameters of the equipment were in the correct and approved status, and this work should is carried out in the automatic mode.

Project Progress

The PST-Labs company acted as the system developer. The project on implementation lasted one and a half years.

Implementation Results

According to MegaFon, FSUR weekly transfers about 700 thousand commands for correction to network.

At the top level FSUR consists of eight modules — on number of branches of the company — and one federal module which consolidates information on all network and provides centralized operation.

A system provides accomplishment of three key tasks:

  • Collecting from network of information on a configuration, normalizes it and provides to systems to consumers, NRI is basic of which (Network Resource Inventory, a system of accounting of network resources);
  • Integration of the equipment: through system module there is an automatic prescription of new base stations and cells in network of MegaFon.
  • Control and correction of parameters. As specified in the operator, information on parameters of a radio network obtained from network is used both by engineers for carrying out the analysis, and the reconciliation module which compares actually set parameter values to "Planned" or "the recommended producers". On discrepancies teams on reduction of parameters in the correct status are formed.

According to the representative of MegaFon, the functionality of correction of parameters works on the equipment of Huawei so far. On the equipment of Nokia the functionality as of November 3, 2017 is implemented in Northwest branch of the company, in further the corresponding federalization is planned. The equipment of other vendors is slightly provided in certain regions in this connection in the company are not going to implement for it in FSUR function of reconciliation of errors. At the same time other functionality of FSUR is multivendor.

At flowing — enough high — values of technical performances, their further improvement requires huge human resources — the director of quality of infrastructure services of MegaFon Artem Moglin noted. — Therefore great importance is purchased by instruments of automation of tasks of maintenance and improvement of quality of components of network. We are going and further to continue to stimulate development of the automation equipment allocated for improvement of quality. We expect fast synergy effects of integration of federal monitoring systems, the analysis and network management.

The developed command and with connection of other federal OSS systems (operation support system, support system of transactions) we are going to implement until the end of 2017 several scenarios of automatic elimination of accidents on a radio network that will allow to reduce idle times and to reduce quantity of manual work of operation — the director of programs of umbrella OSS of MegaFon Andrey Motovilov said. — In the long term we plan use of such approach and to other components of network — to domains of switching and transport.
