Creation of schedule system and control of implementation of the State program of development of agriculture of 2008-2012.
The state program of development of agriculture and regulation of the markets of agricultural products, raw materials and food for 2008-2012 (further – Gosprogramma) is the comprehensive state industry program covering both the production, and social sphere. The state program was approved by order of the Government of the Russian Federation No. 446 of July 14, 2007. At its formation program and target approach was applied, financing and results is coordinated, tasks of the federal center, regions and local government are coordinated.
In the State program three main goals for the medium term are defined:
- sustainable development of rural territories and increase in the standard of living of country people;
- improving competitiveness of the Russian agricultural products through the accelerated upgrade of fixed assets;
- preserving and reproduction of the land and other natural resources used in agricultural production.
Results of execution of Gosprogramma are estimated by accomplishment of eight aggregated indicators which in a complex characterize a status of development of the industry. According to the purposes five main areas of work in which 54 target indicators are provided are defined. The amount of financing of Gosprogramma for the period of Gosprogramma's implementation (in 2008 - 2012) is more than 1 trillion rubles:
- at the expense of means of the federal budget - 551.3 billion rubles (2008 - 76.3 billion rubles, 2009 - 100 billion rubles, 2010 - 120 billion rubles, 2011 - 125 billion rubles, 2012 – 130 billion rubles);
- at the expense of means of budgets of territorial subjects of the Russian Federation - 544.3 billion rubles (2008 - 83 billion rubles, 2009 - 99.4 billion rubles, 2010 - 108.3 billion rubles, 2011 - 121.2 billion rubles, 2012 - 132.4 billion rubles).
- Also it is planned at the expense of means of non-budgetary sources it is provided to attract 311 billion rubles in 2008 - 2010.
Gosprogramma's implementation demanded use of new approaches in management, including project methods of management on the basis of their embedding in the developed system of administrative and functional management. Creation of mechanisms of management of such large-scale and difficult control object became the most important task of management of Gosprogramma's implementation from the management of the Ministry of Agriculture of the Russian Federation.
Solution and main results
1. Subsystem of planning and control of actions of Gosprogramma
Basic elements of planning of actions of Gosprogramma are:
- Consolidating plan of actions for Gosprogramma's implementation;
- Plans of departments for implementation of Gosprogramma and plans of the FTP, VTsP.
In 2007 the draft of the Consolidating plan of actions for Gosprogramma's implementation for 2008 was developed. Afterwards on the basis of this plan the template of the Consolidating plan applied when forming plans for 2009 and 2010 was prepared. On pilot examples plans of the departments and target programs entering Gosprogramma were developed.
For control of actions the Order of interaction of departments during the updating and control of the Consolidating plan of implementation of Gosprogramma was developed and approved. Control of actions of the Consolidating plan happened weekly at meetings of the Working group on Gosprogramma's implementation – the governing body in the Ministry of Agriculture created especially for the solution of operational issues when implementing Gosprogramma.
As the operational automation equipment was the information solution based on MS Project among users of group of support of the Consolidating plan is deployed (representatives of Department of economy and finance and departments – responsible for Gosprogramma's directions). This solution functions till present in the Ministry of Agriculture of the Russian Federation.
2. Control panel implementation by Gosprogramma
The Technique of assessment of the course of implementation of Gosprogramma was developed. In a technique the 4-hfaktorny model of assessment of the course of program implementation is applied:
- Achievement of target indicators and indicators of GP;
- Accomplishment of indicators of resource providing GP;
- Accomplishment of actions of JV GP, level of performing discipline;
- Existence of problems / risks in implementation of GP.
- The technique also contained functional requirements at creation of the main instrument of control of implementation of Gosprogramma – the Control panel allowing Gosprogramma's guide to visualize the reporting under Gosprogramma's accomplishment using this model of assessment.
The control panel provides a set of the regulated analytical reporting:
- Gosprogramma who is visually showing a status on certain cuts:
- control parameters (indicators/parameters of resource providing / action / problem);
- Gosprogramma's section / direction;
- levels of management of Gosprogramma (federal / regional), etc.
- generated according to certain scenarios of information representation;
- the having availability of information representation and the detail levels of analytics;
- the situation directed to forecasting on keyword parameters of Gosprogramma.
The first level of the reporting of the Control panel contains the enlarged estimates of the course of implementation of the main directions of Gosprogramma and the ratings of accomplishment of Gosprogramma on the subjects of the Russian Federation. At the second level of the reporting this directions of Gosprogramma are detailed. Further detailing of information happens in the directions and indicators by forecasts of achievement of indicators, "trees" of indicators, contributing factors, the connected financing and the executed actions, etc. At assessment of achievement of target indicators of Gosprogramma it is estimated:
1. accomplishment of indicators concerning agreements with the subjects of the Russian Federation;
2. comparison with last year.
3. Subsystem of motivation of personnel of Gosprogramma
The used approaches to motivation of the staff of the Ministry participating in Gosprogramma's implementation are directed to encouragement:
1) for strength and timeliness of work at accomplishment of actions of Gosprogramma;
2) for achievement of indicators (indicators) of Gosprogramma;
3) for conducting examination and the analysis of reports on Gosprogramma's implementation.
And the greatest priority in the motivational scheme was given to accomplishment of actions of the Consolidating plan. These approaches are recorded by the relevant provision about awarding and were used when awarding the employees participating in Gosprogramma's implementation for 2008-2009.
