Russia creates the IT system for subsidies in agriculture

On August 12, 2014 the Ministry of Agriculture of the Russian Federation announced completion of implementation of automated information system of Subsidy of HSC.

Separate blocks of a system were used since 2009, and creation of a complete system is complete in 2013 - all controls are reduced by subsidizing in one system.

Dmitry Yuryev, the deputy minister agriculture Russian Federation, noted: "AIS"Subsidies of HSC" allowed to accelerate in 2014 bringing subsidies to agricultural-producers due to significant reduction of time for agreement signature between the Ministry of Agriculture Russia and territorial subjects of the Russian Federation, approximately by 2-3 times. - New territorial subjects of the Russian Federation - the Republic of Crimea and the city of Sevastopol are quickly connected to a system. Use of the Russian information technologies excludes a possibility of influence of sanctions for management of agro-industrial complex".

2020: Russia creates the IT system for subsidies in agriculture

At the beginning of September, 2020 it became known of creation in Russia of the unified information system for the request for the state support in the field of agro-industrial complex (agrarian and industrial complex). The corresponding project supported FAS Russia. In the same place noted that a system will provide openness and transparency of providing subsidies and assessment of their efficiency.

The antimonopoly regulator listed three main problems connected with the procedure of providing subsidies in HSC:

• existence of a large number of blanket regulations in regulatory legal acts of the subjects of the Russian Federation defining an order of providing subsidies;
• complexity with search of the relevant regulatory legal base;
• lack of administrative regulations of consideration of the applications on providing subsidies.

Russia develops the IT system for subsidies in agriculture

According to FAS, creation of the unified information system for the request for the state support in the field of HSC can be implemented within the federal draft "Digital Public Administration" of the national program "Digital Economy of the Russian Federation", one of results of which is development of an information system for the purpose of a possibility of receiving by citizens and business of complex state services in the field of agriculture.

The regulator also indicated the need to provide to the Government of the Russian Federation of the right to define selection criteria of agricultural producers for receiving subsidies from the regional budget for those directions of the state support in which providing subsidies from the federal budget to budgets of the subjects of the Russian Federation on the terms of joint financing is performed. This measure is going to be implemented through entering of corresponding changes into the Federal law of 12/29/2006 No. 264-FZ "About development of agriculture".^[1]
