Software product "DIN: The personal account of an agricultural producer" is intended for provision of services of subsidizing in electronic form. Customer Ministry of Agriculture and Food of the Ryazan region. Year of implementation - 2014.

This software product is the add-on module of the specialized software tool "the DIN: Accounting of subsidies for agriculture", intended for process automation, connected with planning, accounting and monitoring of subsidy payments for agriculture.

Regulatory framework

Decree of the Russian President of May 7, 2012 No. 601 "About the main directions of improvement of a system of public administration"

Target reference points - by 2018:

* a share of the citizens using the mechanism of receiving the public and municipal services electronically – not less than 70%;

* the level of satisfaction of citizens with quality of providing the public and municipal services – not less than 90%.

The applicant, when receiving the public and municipal services, has the right:

* to obtain complete, up-to-date and reliable information about an order of providing the public and municipal services, including electronically;

* to receive the public and municipal services electronically if it is not prohibited by the law and also in other forms, stipulated by the legislation the Russian Federation, at the choice of the applicant.

Implementation purposes

Increase in efficiency of expenditure of budgetary funds due to increase in availability and convenience of receiving subsidies became a main objective of the project. Project progress of implementation of the software product "DIN: Personal account of an agricultural producer"

At the first stage the list of subsidies for transfer of process of their providing to an electronic form was defined. This list included the following types of subsidizing:

# Providing subsidies for rendering untied support to agricultural producers in the field of crop production.

# Providing subsidies for compensation of a part of costs for 1 kilogram of the implemented commodity milk.

# Providing subsidies for compensation of a part of costs for interest payment on the credits and loans.

At the second stage of a business intelligence of Centrprogrammsistem company studied the operating "Order of providing subsidies for the state support in the field of agro-industrial complex of the Ryazan region" and on its basis business of processes and the plan the diagram of actions for transfer of providing the specified public services to an electronic form made the card. The developed documentation was coordinated and approved by the Ministry of Agriculture and Food of the Ryazan region.

The third stage included delivery and setup of the software product "the DIN: A personal account of an agricultural producer" according to the approved documentation. During this stage test operation of the software product was performed. Access to Personal account to three agriculture organizations of the Ryazan region which performed submission of documents on subsidizing in electronic form was for this purpose provided.

In addition to the feed gear of documents in electronic form the additional functionality which includes is provided to the user:

# Viewing the main details and details of authorized body

# Viewing the register of the submitted applications for subsidizing, their status and a status

# Viewing the loan agreements and loan agreements signed with credit institutions

# Viewing information on terms and repayment sums according to loan agreements and loan agreements

# Viewing information on planned dates and amounts of receiving subsidies

# the Reminder on deadlines of submission of documents on receiving subsidies

After successfully carried out tests the software product "the DIN: The personal account of an agricultural producer" was put into commercial operation. The staff of the Ministry of Agriculture and Food of the Ryazan region performs consultation on use of a feed system of statements in electronic form. Having undergone authorization, agricultural producers get access to the personal account in which they make out requests and attach necessary supporting documents for receiving the state support.

Harmonious professional work of specialists Centrprogrammsistem and the staff of the Ministry of Agriculture and Food of the Ryazan region allowed to realize this project in short terms and to give to landowners of the Ryazan region an opportunity the first in Russia to submit applications for subsidizing in electronic form. In the fall of 2014 the delegation of the Ministry of Agriculture and Food of the Ryazan region for system implementation "A personal account of an agricultural producer" was awarded the SILVER MEDAL at the All-Russian agro-industrial exhibition "Indian summer".

Further development

Within further development of the software product "DIN: The personal account of an agricultural producer" its functionality was expanded additional opportunities. In particular the function allowing to perform exchange of legally significant documents between an agricultural producer, specialists of authorized body and the leading credit institutions – Sberbank (use of the E-invoicing system) and Rosselkhozbank was added. It allowed to transfer completely providing subsidies for compensation of a part of costs for interest payment on the credits and loans to an electronic form. Also Centrprogrammsistem was developed by specialists functionality for contact with the staff of the Ryazan Ministry of Agriculture and Food Production concerning subsidizing – the online consultant and a feedback.
