Information system of the Ministry ekonomicheskgo development of the Russian Federation

The Ministry of Economic Development of the Russian Federation is the federal executive authority performing functions on development of state policy and legal regulation in the field of the analysis and forecasting of social and economic development, development of business activity, foreign economic activity (except for foreign trade), the property relations, estimated activity, formation interstate and federal target programs (long-term target programs), departmental target programs, development and program implementation of social and economic development of the Russian Federation, etc.

In October, 2008 at a meeting of the Government of the Russian Federation the Main directions of the external economic policy of the Russian Federation till 2020 (ONVEP) developed by the Ministry of Economic Development of the Russian Federation were approved. The ministry is faced by problems of the organization of planning processes, monitoring and interdepartmental coordination of foreign economic activity of Russia and also of formation of information research opinions about interaction with the key partner countries.

Solution

For the purpose of application of methodology of planning, coordination and monitoring of foreign economic activity (foreign trade activities) developed by specialists of Proyektnaya PRAKTIKA Group the scalable, flexible solution, such as Microsoft Office SharePoint Server was required.

The developed information system "ONVEP Control Panel" and "Country Panel" (IC "PU ONVEP" and "Country Panel") includes the following modules:

• Cards of input, updating and monitoring of country action plans.
• The module of imposition and filling of information research opinions about key indicators of interaction with the countries-partryorami.
• Summary information for the management on key indicators of work.
• The module of integration into the statistical databases FCS and Rosstat functioning on the ministry platform.
• Planning module and monitoring of performing discipline of maintaining country action plans and preparation of information research opinions.
• Module of the analysis of completeness of information filling of country action plans.
• The module of unloading/loading of reports on monitoring of implementation of country action plans for ensuring remote work with the system of users from other authorities.
• Library of reports on different cuts of data.
• The module of administration of a system, including with an ability to manage access rights and collecting of statistical information on operation of a system.

For the purpose of expansion of standard functionality Microsoft SharePoint the following solutions were applied:

• Implementation of filling, updating and editing structure of country action plans on the basis of Microsoft InfoPath Forms Services.
• Creation of reports using OLAP technology based on the Microsoft SQL Server.
• Visualization of reports and other analytical information based on Microsoft SQL Reporting Services and Silverlight technologies
• Ensuring remote work with a system for the realization account means of Microsoft Visual Studio of the loader of reporting data.
• Flexible imposition of graphic, tabular and text data in information research opinions on the basis of a linking of the Microsoft SQL Server - SharePoint - Excel.
• Authentication of users by means of Active Directory integration of internal network of the ministry.
• Also using standard means of Microsoft SharePoint regular reports on operation of a system form.

Results

The IC "PU ONVEP" and "Country Panel" began the main tool allowing the staff of departments of the foreign trade activities block to solve problems of planning, updating and monitoring of plans for development of relationship of Russia with the key partner countries, the organizations of interdepartmental interaction with other participants of this process, reporting and information research opinions on key indicators.

The reporting data created in an information system were used by preparation of reports of the Minister of Economic Development E.S. Nabyullina in the Government of the Russian Federation and also by preparation of meetings of the intergovernmental commissions (MPK) and other international meetings of the high level.

In an information system more than 50 country action plans and the corresponding number of information research opinions on cooperation with these partner countries are kept. At the moment more than 100 employees of the ministry work with the IC "PU ONVEP" and "Country Panel".

The developed IC "PU ONVEP" and "Country Panel" in 2011 was transferred to commercial operation in the Ministry of Economic Development of the Russian Federation and included in Federal Service for Supervision of Communications, Information Technology and Mass Media (ROSKOMNADZOR) in the register of federal state information systems.
