Minobraz of the Sakha (Yakutia) Republic completed development of the uniform principles of formation of basic standard costs on rendering services

The BFT company completed the works on implementation in the Ministry of Education of the Sakha (Yakutia) Republic of the ATsK-Byudzhetnye Services system.

Within creation of complex technology of management of public finances in the Ministry of Education of the Sakha (Yakutia) Republic and ensuring budget planning with its modern tools for scoping of a subsidy for financial provision of accomplishment of the state task and ensuring bigger openness and transparency of work of department, experts of BFT Company and the staff of the Ministry of Education of the Sakha (Yakutia) Republic implement modern mechanisms of productive expenditure management using the ATsK-Byudzhetnye Services system.

During implementation of the IT project at an initial stage by specialists of BFT company book general audit of data domain – inspection of the operating normative and legal and organizational base Ministries of Education Respubliki Sakha (Yakutiya) providing implementation of modern mechanisms of productive process management of providing public services. In particular, expertize and completion of the Departmental list of public services (works) rendered by the public institutions subordinated to the Ministry of Education of the Sakha (Yakutia) Republic and also a procedure of payments of standard costs on rendering services and standard costs on the maintenance of property of the public institutions subordinated to the Ministry of Education of the Sakha (Yakutia) Republic is carried out.

On February 25, 2016 the company announced Budget and Financial Technologies rendering methodological support to the Ministry of Education of the Sakha (Yakutia) Republic regarding development of the uniform principles of formation of basic standard costs on rendering the services (execution of works) adjusting (industry and territorial) coefficients.

Project Tasks

According to the latest revision of Article 69.2 of the Budget code of the Russian Federation, standard costs should be defined on rendering the public (municipal) services according to the general requirements developed and approved by the federal executive authorities performing functions on development of state policy and legal regulation in the set fields of activity. At the same time, the standard costs calculated according to new approaches had to be used for calculation of budgetary appropriations on financial provision of accomplishment of the state task and formation of the draft budget for 2016 and for planning period of 2017 and 2018.

Execution of the specified requirements of the legislation in the Sakha (Yakutia) Republic required support in operational development of the principles of formation of basic standard costs on rendering the services (execution of works) adjusting (industry and territorial) coefficients.

Project Progress

Experts of the contractor gave methodological support regarding financial provision of activity of municipal authorities in the conditions of transition to basic standard costs.

As a part of methodological support:

• development of offers on determination of basic standard costs on rendering the municipal services (execution of works) adjusting (industry and territorial) coefficients for the educational organizations and organizations of physical culture and sport.
• development of suggestions for improvement of the mechanism of financial provision of activity of the municipal organizations and organizations subordinated to the Ministry of Education of the Sakha (Yakutia) Republic.
