The project of a management system for budget process for the Republic of Abkhazia

The Finkomm company performed creation and implementation of the automated control system for budget process of the Republic of Abkhazia - ASUBP RA.

ASUBP RA is the key mechanism providing treasurer execution state and local budgets, control and transparency of transactions with budgetary funds of the Republic of Abkhazia.

A system is constructed based on components of the Russian production, namely: software "Budget Smart Missile defense" Keysystems company and server hardware of domestic production.

The automated system is put into commercial operation in the Ministry of Finance of Abkhazia in July, 2016 with connection of 7 areas of the republic, including all receivers of the budgetary funds performing remote electronic interaction at budget implementation of the country.

It is one of the first projects of such scale executed by the Russian company outside the Russian Federation for the benefit of public authorities.

Earlier, in 2014 creation and successful implementation of a similar system in the Republic of South Ossetia was performed.

The state structure will provide transparency of cash flows, target use and efficiency of a funds expenditure. The single treasury account through which there will pass cash flow is open in National bank of Abkhazia. In management of treasury five departments. On accounts, for providing in National Bank the department of maintaining registers and operational work is engaged in opening of personal accounts, control of the movement of cash flows in execution of settlement documents. The department services 392 budget organizations. The biggest by the number of employees - department of expenses and cash services of execution of budgets. Exactly there takes place reconciliation procedure of budgeted expenses, this department will provide the target direction of means in the budget.
