2021: Pilot project of integration of the Central Accounting Department of the Republic of Tatarstan with the EIS

On June 25, 2021, the BAR Group company announced that the Federal Treasury of the Russian Federation, together with the Government of the Republic of Tatarstan, implemented a pilot project on the direct integration of the Centralized Accounting of the Republic of Tatarstan with the Unified Procurement System (EIS) in terms of electronic billing. The purpose of the pilot project is to organize automatic acceptance of documents generated in the EIS in the Central Accounting Department.

On the part of the Republic of Tatarstan, customers are the Ministry of Finance of the Republic of Tatarstan and the Center for Digital Transformation of the Republic of Tatarstan. According to the road map, the parties have already finalized the necessary infrastructure in the systems, and also carried out pilot operation. The concept is ready for replication in other regions.

On the basis of the system, data exchange formats for acts of work performed, delivery notes, invoices, contracts and notices have been agreed and implemented. The direct transfer of documents made it possible to increase the speed of receipt of documents by accounting services, speed up the editing process, avoid manual entry and additional costs. In addition, this provides the ability to monitor the accounts payable of departments, since all documents appear in the system automatically, excluding the human factor when the user forgets or enters information not on time.

The pilot is based on the State information system "Accounting and reporting of state bodies of the Republic of Tatarstan and its subordinate institutions" (Centralized Accounting of the Republic of Tatarstan) - this is a cloud solution for digitalization of all financial and economic activities of state and municipal institutions. As of June 2021, more than 9 thousand budget institutions of the republic are participants in the system, almost 13 thousand users are registered, more than 200 thousand journal entries are registered daily. The developer of Centralized Accounting is "BARS Group."

Solutions implemented for the Republic of Tatarstan are integrated with federal systems. This allows you to work not only within the Republic, but quickly and transparently exchange data and receive it from federal registries, "said Timur Akhmerov, Director General of BARS Group. - Centralized accounting is the first accounting system of its kind, taking into account all the industry specifics of departments, built on a single platform. The creation of such vertically integrated mechanisms on its basis will be further developed and will allow us to get away from manual entry of accounting documents, giving instead the opportunity to engage in financial analysis.

This project is part of the overall concept of the transition of the Federal Treasury from paper to electronic document flow. It is planned to fully digitalize public procurement: document management will be carried out in electronic form at all stages according to single forms of electronic documents (as of June 2021 it takes place only at the stages of procurement planning and selection of contractors).

Online issuance of calculation sheets and certificates from work

In Tatarstan, it will be possible to get a settlement sheet on salary, vacation or sick leave, as well as other certificates from work online. This will become possible for employees of more than 6.6 thousand budget institutions that are connected to the cloud platform of centralized accounting in Tatarstan. The decision through the partner network was fully implemented in the republic in 2019, the developer of the system was BARS Group, a subsidiary of the National Center for Informatization. This was announced on May 7, 2020 by the platform developer.

The mechanism for electronic issuance of certificates is tested in the "BARS Group" and is used in all offices of the company. In 2020, we plan to introduce such a service in Tatarstan in order to minimize offline communication, "commented Timur Akhmerov, Director General of BARS Group.

The cloud platform also allowed accountants of state and municipal institutions to switch to remote work during quarantine. The system works through a browser, so the accountant's "office" does not depend on geography: all functionality is available remotely to specialists. On the platform, as of May 7, 2020, 250 thousand personal accounts for salary accruals are registered, 8.7 thousand accountants work, some of which switched to "remote."

Centralized accounting is a cloud solution for digitalization of all financial and economic activities of state and municipal institutions. The system is designed for accounting, payroll and personnel management, budget execution. This makes it possible to bring to standard the work of accounting services, increase the speed of data processing, establish a unified legal and methodological basis, as well as introduce common principles, regulations and standards of work. At the beginning of May 2020, almost 11 thousand users were registered on the platform, 6 million business operations are carried out every month.

Implementation of the centralized accounting platform

On January 28, 2020, BARS Group announced the development of a centralized accounting platform and the completion of its implementation through a partner network in Tatarstan. The functional customer of this project is the Ministry of Finance of Tajikistan.

According to the company, centralized accounting covers all state institutions, of which as of January 2020 there are more than 6.6 thousand. Almost 11 thousand users were registered in the system, including 8.7 thousand accountants. As part of the project, data from existing local systems were transferred to a centralized accounting system in government agencies. The solution is implemented on PostgreSQL, which meets the standards of import substitution.

The system allows you to unify the principles of accounting services, increase the speed of data processing and adds the ability to apply a single methodology to different cases, establish a single legal and methodological basis, as well as introduce common principles, regulations and standards of work. The Unified System implements a single standard for payroll and payroll, taking into account industry specifics.

Thanks to the innovation, the transparency and efficiency of planning and management of state and municipal resources of the Republic of Tatarstan is increased. Moreover, the transition to a single centralized platform allows you to optimize the region-wide budget in terms of reducing the cost of digitalizing the financial activities of budget institutions in the region.

As of January 2020, higher organizations have the opportunity to quickly receive consolidated and detailed reports on any subordinate institution. This is a no-go check of any institution, control according to the industry principle.

Data exchange in the system takes place online, which allows you to operate on up-to-date information. Electronic interaction with resource-supplying organizations of Tatarstan has already been implemented.

The system involves the implementation of legally significant electronic document management, the uploading of information to other information resources and the possibility of phasing in functionality taking into account the specifics of each industry.

The project for the transition to centralized accounting started in December 2018.
