The Novosibirsk region appeared among six regions in terms of the scope of of purchases of medical ventilators. It became known on June 27, 2020.

From March 1 to May 28 in Russia more than 700 agreements on purchase of 15 thousand ventilators for more than 26 billion rubles were signed. Its opacity, said in Daily Storm investigation became the main feature of a spring campaign for delivery of medical ventilators.

At the same time on regions distribution of scales of purchases was extremely uneven. If, for example, the next Tomsk region bought some devices, then Novosibirsk — 317 pieces for the total amount of 846 million rubles. More only the Leningrad, Sverdlovsk, Moscow regions, Krasnodar Krai and the leader of the rating bought St. Petersburg which spent for 750 devices of nearly 1.9 billion rubles.

From 317 devices which were purchased in the Novosibirsk region 270 it is the share of the Lufter 5 model. The supplier — DORN company of the local businessman Alexander Filippov. He long time worked about Chinese with producer of Mindray ventilators.

Lufter 5 formally is products of the Russian company "Kranz" of the Chita businessman Roman Kuzmin owning the Kranz and Lufter trademarks. But upon, according to data of authors of investigation, it is about a remark of the device from Celestial Empire.

The main trading partner of Kuzmin in the People's Republic of China call Shenzhen Probe Science & Technology (in 2018 it was renamed into Prunus, but in Russia its old name is much more often used). Natives of Mindray who continued to create ventilators founded this firm.

Authors of investigation declare the maximum similarities of model of IVL Boaray 5000D from Prunus and Lufter 5. In Russia there is practically no Boaray 5000D, but the device is directly delivered to Ukraine where costs 420 thousand hryvnias — about 1.1 million rubles.

The Novosibirsk region purchased the Lufter 5 at the price of 2.7 million apiece. In transfer to all batch the difference with the Chinese Boaray 5000D makes 432 million rubles — it is told in investigation.

Among the problems with deliveries, general for regions, opaque and non-competitive purchases with long terms which are most often dated either in the summer, or fall of 2020 are called. An average term of delivery — 94 days^[1].
