Since January 1, 2015 in the Samara Region the single system of accounting of medical certificates for medical institutions, the Ministry of Health, Management of traffic police and the Office of the Federal Migration Service is brought into commercial operation. It automates the procedure of authentication of documents on the state of health at issue of car driver licenses and work authorizations to labor migrants. A system is designed to reduce number of counterfeit references in the region and to reduce the volume of paper work of departments on their check. In the test mode it is already used by more than 300 employees of state institutions.

Tender for automation of verification of medical certificates was won by HOST Group. Project cost was 1.25 million rubles. The integrator suggested to create a cloud service for access to uniform base of the issued medical certificates. Without any additional hardware traffic police officers And the Office of the Federal Migration Service can verify in online the mode authenticity of documents of the migrant or future driver. For access to base to dostatochnoimet the browser and connection to the protected network, or to address the web service published in SIEI from departmental information systems. Authorization of users is performed using the electronic signature or the login and the password.

"Even on a test stage of service reduction of paper work of the Ministry of Health is visible. Addresses on authentication are processed in the automatic mode. It gave the chance to switch medics from formal tasks to more profile. Traffic police officers and the Office of the Federal Migration Service are happy too. "The most difficult in the project was to organize interdepartmental interaction of the Ministry of Health, the Office of the Federal Migration Service and traffic police of the Samara region. They use the different regulating documentation, at all three different structural subordination. To agree, interdepartmental meetings were necessary. However, the sistemabyla is implemented in only 5 months. We even handed over the project ahead of time. Availability of the ready-made solution helped to sustain deadlines to us. The module of our information system "Bear" on accounting of migrants since 2010 is successfully used in organizations of Khanty-Mansi Autonomous Okrug – Yugra", - Konstantin Suslov, the CEO of HOST Group tells about the project.

On May 20, 2015 the HOST group, the developer of regional information systems, told about the first results on detection of false medical certificates. So, since the beginning of 2015 in the Samara region traffic police officers can check in the online mode contraindications to driving on a single system of accounting of medical certificates.

Till January 15, 2016 the All-Russian base of information about citizens with contraindications to driving should appear. Its creation is discussed since 2012, but so far the market of false medical certificates prospers. It is easy to find hundreds of offers to purchase the reference without inspection with home delivery in the Internet. With their help thousands of people posing a threat on the road continue to take the wheel. In news reports sad messages regularly appear: "The epileptic driving the bus crashed into Volga, "In Perm the addict driving brought down the child". Only for the last three years in claims of the State Office of Public Prosecutor were deprived of driver's licenses of 50 thousand addicts, alcoholics and mentally sick citizens.

The first experiments on check of drivers and their admission to driving by the car are going to carry out to the coming months in Moscow area. Traffic police officers will be able on the road via tablets to check drivers on base of the diagnoses incompatible with driving. Meanwhile in the Samara region since January 1, 2015 inspectors of traffic police can already verify in the online mode authenticity of medical certificates on uniform regional base of the Ministry of Health. It is possible to be connected to the cloud service created by HOST Group from any mobile and stationary devices, the main thing, to have the browser and access to the protected network. Also it is possible to check references through the web service published in SIEI. At the same time traffic police officers obtain information only on existence or lack of medical contraindications. As well as it is necessary on medical ethics the disease remains secretly.

"The main complexity of uniform base of medical certificates – connection of private clinics to a system. The large number of references is issued by the commercial medical organizations, not submitting to the Ministry of Health. Work with them in Samara is conducted both through the Ministry of Health, and through Management of traffic police. If the first convince, then the second fill up with requests for confirmation of authenticity of references which were not found in uniform base. Let's note that a problem with "phony" medical certificates of drivers not only. Forgery documents are bought also by the migrants and people wishing to have weapon. The Ministry of Internal Affairs and the Office of the Federal Migration Service can verify authenticity of similar references through interdepartmental databases of the information system Register of Medical Certificates (RMC) of HOST Group.
