Morsvyazsputnik (The integrated information system)

In May, 2010 the IBS Borlas company completed the first stage of the project on creation of the integrated information system in interests FGUP Morsviazsputnik. The integration solution which accumulates data from different information systems and provides visualization tools of provision of courts under the Russian flag in the World Ocean is at the moment deployed.

The main objective of Morsvyazsputnik is collecting, processing and distribution of navigation information. As information arrives from a number of the independent Russian and international systems, specialists of the enterprise should work with the large volume of diverse data which quite often duplicate each other. For increase in efficiency and providing to interested persons and the organizations of high-quality providing with navigation information the project of creation of the end-to-end integrated information system was started.

"This system is created under the auspices of Federal Agency of Sea River Transport. It is designed to provide interaction with the existing departmental information systems, to select necessary data, to save them and to give an opportunity of online access to them for decision making, collecting of statistics, a possibility of the analysis by different parameters. Its deployment will sposobstovat to solving of tasks of development of the international and regional control systems and security of sea and river navigation", - the Old man Sergey, the Deputy CEO, the Head of the technical department of Morsvyazsputnik comments.

As the partner the IBS Borlas company was involved in project implementation. At the first stage consultants created data integration mechanisms from several sources: among them there are meteorological data, data of port control, monitoring of courts, the system of tracking in ports, several foreign systems of tracking. After passing of procedures of verification data from these systems get to uniform base then information is visualized in the specialized geographic information system used Morsvyazsputnik. As a result specialists of Morsvyazsputnik can obtain the position information of the ships under the Russian flag on all water area of the World Ocean in different cuts via the single interface in real time.

For better information display from new sources completions were entered into a geographic information system, in particular the new, more detailed layers of cards are entered.

As a technology platform the product line of Oracle is used, on its base integration mechanisms and the data warehouse are implemented. The first stage of works took six months. On the next stage development of functionality of the solution is supposed: connection of the new systems as sources of information and development of means of the analysis.
