The Moscow Department of Finance develops a management system for finance

On January 13, 2014 the BFT company announced the conscientious project with the Moscow Department of Finance within which they carried out works on development of the automated control system for public finances (GF ACS) for expansion of functionality of support of problems of planning, the analysis and control of execution of the state tasks of participants of budget process in the city of Moscow.

Project Progress

The project is implemented within requirements of the Government decree of Moscow of 12/26/2012 No. 836-PP "About improvement of an order of formation of the state task for public institutions of the city of Moscow", and aimed at development of an ACS of GF in the following directions:

• the organization of operational interaction of an ACS GF and automated information system of management of budget process regarding formation of agreements on providing subsidies for financial provision of accomplishment of the state tasks and projects of budget commitments;
• automation of interaction between GRBS and the Moscow Department of Finance within formation of agreements on providing subsidies for financial provision of accomplishment of the state tasks;
• inclusion in process of legally significant document flow of chief managers of budget revenues and administrators of budget revenues.

Project Results

As a result of the done work, in a system the functionality is implemented:

• formation of industry and departmental lists of executive authorities of Moscow;
• formation of the state tasks for academic year within ensuring financing of means of budgetary institutions with the Moscow Department of Finance.

Project Development

On November 28, 2014 the BFT company announced end in the Moscow Department of Finance of a number of projects on development of the automated control system for city finance of Moscow.

Due to the changes of specific provisions of regulatory legal acts of the city of Moscow in capital Finance department there was a question of need of improvement of an ACS of GF. Upgrade of a management system for city finance of the city also meant integration of an ACS of GF with all existing city systems and resources of the city of Moscow which functional purpose is connected with automation of financial and economic organization activity of the budget sphere in the city. So there was a need - to provide automation of functions of Finance department and the main managers of budgetary funds of the city of Moscow.

Experts of BFT:

• created the common information space for all participants of budget process providing formation of the city of Moscow of design of the state tasks by public institutions, approval and the statement of the GRBS state tasks performing functions and powers of founders of public institutions.
• implemented the analytical block regarding formation and execution of the state tasks and activity of city institutions of Moscow.
• entered plans of FHD of organizations.
• implemented the functionality allowing to create reports on accomplishment of the state tasks and on use of the state property assigned to it.

For effective information exchange between city institutions of Moscow and Finance department of the capital process of electronic exchange of documents includes chief managers of budget revenues and administrators of budget revenues.
