Moscow Metro and Mosgortrans are changing SAP R/3 to 1C. A project contractor worth 2 billion rubles has been identified

The Moscow Competition Policy Department in October 2022 chose a contractor who will create a unified automated system for managing financial and economic activities for the Moscow Metro State Unitary Enterprise and Mosgortrans State Unitary Enterprise. As a result of the tender, it was the Maxima Telecom company, the only participant in the[1].
The maximum amount of the combined tender placed on the public procurement portal was 2.12 billion rubles. Two state contracts will be concluded for such a total amount with Maxima Telecom: a volume of 1.26 billion rubles with Mosgortrans and 857 million rubles with Moscow Metro[2].
From the published technical assignment for the tender, it follows that the system for managing the financial and economic activities of the Moscow Metro, in particular, should include the following functional systems: accounting and tax accounting, accounting for wages and personnel management, budgeting, as well as a system for managing material and technical resources. Refinement of existing functional systems is also required.
Now, as follows from the technical assignment, in the vast majority of divisions of the Moscow Metro, the processes of financial and economic activities are automated on the basis of SAP R/3. The list contains 46 such units. And in 10 divisions, these processes are automated on the basis of 1C:Enterprise 8.3 platform.
Automation of the financial and economic activities of the Moscow Metro should be carried out on the basis of technologies that meet the import substitution strategy. In this case, the contractor is required to organize designer supervision (supervision) from the manufacturer of the 1C platform for the duration of the work. 1C provides such a service for projects at large enterprises, in groups of companies and holdings with a geographically distributed structure.
Author's supervision from 1C shall include regular control of compliance of the project results with the set goals and objectives, analysis of the quality of the design documentation, coordination of the interests of all participants involved in the project, issuance of conclusions on the quality of the developed solutions and recommendations for their change.
The number of employees, including employees of separate divisions of the Moscow Metro, involved in the processes of financial and economic activities, is at least 2.25 thousand people, the data are given in the published terms of reference.
As for Mosgortrans, it is planned to automate financial and economic activities using the unified 1C: Enterprise 8 software platform and reduce operating costs by unifying the information systems used, the terms of reference indicate.
The object of automation is working processes in all structural divisions of Mosgortrans, including those related to the transfer of accounting and tax accounting of the enterprise from the SAP system to the 1C:Enterprise 8 platform with the necessary unification and typification procedures.
As in the case of the Moscow Metro, Mosgortrans will also need to carry out work on modernization and organize supervision of the project by 1C.
Up to 1095 days are allotted for the implementation of projects in the Moscow Metro and Mosgortrans.
The system of financial and economic activities on the SAP R/3 platform has been implemented in Mosgortrans since 2004[3]. In a number of its branches, Mosgortrans later transferred the processes of financial and economic activities from SAP to 1C. For example, since 2016 - in the branches "Energy Service," "Revenue and Control Service," as well as the Department of the State Unitary Enterprise "Mosgortrans"[4]SAP has also been implemented in the Moscow Metro since the early 2000s[5].
