Moscow social register - SUE MSR (PM Foresight (PPMPlus))

The Social Card of the Muscovite project started with an experiment in 2001. The beginning of the project was preceded by preparation of primary infrastructure for a possibility of rendering different services using cards, the solution of organizational issues. Today it is possible to claim that the project is implemented rather successfully that was promoted in many respects by an effective management system which was organized by the staff of Proyektnaya PRAKTIKA Group as a part of Project office during the period from September, 2013 to July, 2014. The package of measures, directed to development of necessary organizational support, allowed to use most effectively available information systems and resources which allowed to provide an opportunity to use the social card as "key" of access to information systems and the identifier for accounting. The Social Card of the Muscovite project is directed on:

• Production organization and issues of social cards of the Muscovite for users;
• Expansion and an apgreyding of functionality (including tools of banking applications);
• Implementation of a broad spectrum of new types of cards (departmental structures, educational institutions);
• Diversification of the loyalty program, etc.

During implementation projects were rendered the following services:

• administrative technical support:

o preparation of regulating documents (letters, instructions, orders) within document flow of the Project; o rendering consultations to employees of the Customer on methodology of project management, work with information systems on project management and preparation of the reporting; o providing reporting information on project implementation in a form and a section requested by the Customer; o creation and maintaining archive of planned and reporting information; o organization of monitoring for key performance indicators.

• collection of information from Contractors:

o collecting of statistical information on the production program; o development, maintaining and updating of the schedule of the Project with use of special software tools of scheduling;

• preparation and updating of documents:

o project charter; o directive and coordination plan; o working plan; o register of instructions; o notifications on risk; o meeting minutes; o the weekly analytical report about the Project course; o risk register; As a result of the above described complex of works:

• Information exchange among participants of production process on a regular basis is organized.
• Support of processes of management of projects at all stages of production and logistical cycle is provided.

During project implementation more than 8.3 million maps for residents of Moscow and 2.1 million for residents of the Moscow region are released. Today more than 4.5 million Muscovites have the social card of the Muscovite. Extensive infrastructure on service of cards of the Muscovite is in addition created, in particular:

• the network on execution of applications for issue of the social card of the Muscovite consisting of 315 service points of the population is created;
• 377 treatment and prevention facilities are equipped with the special devices allowing to accept the social card on an equal basis with the policy of compulsory health insurance;
• more than 12 thousand units of the rolling stock of land transport are equipped with devices for accounting and rendering services using social cards
