Mosenergo changes EDMS Case for EOS for SharePoint

At the beginning of July, 2017 Mosenergo selected the contractor for system implementation of electronic document management based on the application solution "EOS for SharePoint". The starting price of the contract was 120 million rubles where software licenses were estimated at 40 million rubles, and in 80 million rubles – implementation services.

On the tender three companies faced: Ulyanovsk "NPK "Tesla" and Moscow "EOS Group of Those" and I-Teco. The last was engaged in design of new EDMS earlier.

The smallest price of the agreement was offered "by NPK "Tesla". This company was ready to execute the contract for 97.4 million rubles. However the tender committee rejected its offer because of absence as a part of the request of a number of documents.

Among the remained participants the greatest number of points was received by the request of EOS Group of Those company. It was also announced by the winner. Reduction in cost of the contract made 6 thousand rubles.

Under the terms of the customer implementation of EDMS should start in July, 2017. The contractor will have to report to the customer of the license for EOS for SharePoint and the other application software, to set and customize the SharePoint Foundation MS platform and the EOS for SharePoint system.

Besides, within the project data migration from old EDMS Case should be carried out, integration with other systems is developed, the personnel are trained and warranty support is provided.

The end of provision of services – December, 2018.

Earlier, in design requirements of new EDMS, the customer specified that a system should be implemented on the modern hardware-software platform which proved in the best world practice of the oil and gas companies. Also successful experience of system implementation in the leading Russian organizations was required.

I-Teco will design new EDMS for Mosenergo

On November 2, 2016 Mosenergo summed up the results of open request for proposals on a system design of electronic document management^[1]. The starting price of purchase was 20.3 million rubles.

The applications for participation in a procurement procedure were submitted by 4 companies: ID Management Technologies, FBK, Philosophy.IT and I-Teco. However three requests were rejected because of mismatch to requirements of documentation. As a result the offer of I-Teco company which cost of the request matched the starting price was recognized the best.

At the time of carrying out request for proposals office-work "Mosenergo" was conducted in EDMS "Case", the developed Russian company EOS GROUP. Based on what products a new system should be created it is not explained. However, on the customer's intentions, it should be implemented on the modern hardware-software platform which proved in the best world practice of the oil and gas companies and also having successful experience of implementation in the leading Russian organizations. Such requirement is read in documentation to purchase.

New EDMS will have to increase efficiency of interaction between general directorate and 15 branches of the company (hydroelectric power station, state district power plant, combined heat and power plant) in Moscow and the Moscow region and also to provide control of performing discipline, including from management company. A system is not intended for document handling, containing a trade secret and other confidential information of Mosenergo, except for personal data.

As for integration, for the developed EDMS interaction with a corporate mail system and a corporate portal of Mosenergo, the system of personnel records (SAP HR), IUS P of group of companies (The management information system of the enterprise for the generation company created based on SAP solutions) should be provided, to the Active Directory.

A system should provide continued operation (24/7), and recovery time after failure should be no more than 4 hours. Technology breaks for carrying out scheduled works, including maintenance and database backup are allowed. The total quantity of users and the number of at the same time working users will be defined at a development stage of a techno detail design.

The expected volume of the documents placed in storage of a system - 100,000 documents a year. At placement in storage of 1,000,000 documents search time of a document group on set of the details ERC (electronic registration card) should not exceed 5 seconds.

A system should provide the maximum scalability and lack of restrictions on quantity of objects (the maximum number of entries in reference books, signs, reports, number of the users of a system including who are at the same time working in a system, etc.).

Among other requirements - automation of office-work both for traditional "paper", and for "paperless" technology of work with documents and also obligatory presence of the "thin" client as a part of the client software implemented on the basis of the Internet browser.

All works on a system design should be performed within 1.5 months – from November 14 to December 31, 2016.
