Concerning this purchase complaints from five companies came to antimonopoly department: Prof-IT Group LLC (Ulyanovsk), Ael-RTS Engineering LLC (Nizhny Novgorod), JSC Centrgazstroy (Murmansk region), entrepreneur Dmitry Murashov (St. Petersburg) and Associations of the organizations of communication and information (Murmansk). They considered that organizers of tender allowed a number of violations.

In December, 2017 the Commission of FAS at a meeting considered claims reasonable and the solution cancelled purchase.

Contractor Selection

Murmansk region was going to spend up to 1.49 billion rubles for leasing HSC "Safe city" for use in pilot zones – Murmansk, Severomorsk, Aleksandrovsk and the Kandalaksha district. The corresponding competition area was announced in November, 2017^[1].

A number of the companies volunteered to participate in tender, however the stage of consideration of requests was reached by two companies: MegaFon and A-leasing LLC (St. Petersburg). The request of MegaFon as a result was rejected, tender is recognized cancelled that allowed the organizer to sign the contract with the only remained participant – A-leasing LLC.

Structure of the project

Within creation of a system key components of functional units of Bezopasny gorod agrarian and industrial Complex should be implemented, including:

• "Coordination of Work of Services and Departments" block: a complex of the automation equipment "Regional Platform" with connection of pilot zones
• Security on Transport block: elements of a subsystem of photovideo fixing of violations of traffic regulations;
• "Safety of the Population and Municipal (Utility) Infrastructure" block: elements of a regional automated system of the centralized notification of Murmansk region.

Bezopasny gorod agrarian and industrial Complex will be unrolled in pilot territories - in Murmansk, Severomorsk, Aleksandrovsk and the Kandalaksha district (a photo - Grandkid.ru)

Within creation of a municipal segment Bezopasny gorod agrarian and industrial Complex should provide complex informatization of processes of functioning of uniform service on duty and dispatching of pilot municipal entities in interaction with local and regional services on duty and dispatching.

The purposes of creation of a system are warning of crisis situations and incidents due to implementation of analysis systems and monitoring of data from the different existing and perspective systems and terminal units; increase in efficiency of reaction on liquidation of such situations. Other purposes - expansion of a range of controlled threats for municipal entities; improvement of coordination of operational interaction with services on duty and dispatching due to integration of systems into a common information space.

Bezopasny gorod agrarian and industrial Complex is rented for the term of 60 months. It should be prepared for transfer to commercial operation within 365 days from the date of the conclusion of the government contract.

In terms of reference the customer notes that the key threat for the population and the territory in pilot educations is represented by technological hazards. The main in the territory of Murmansk region are the risks connected with emergence of crisis situations and incidents on objects of transport infrastructure and objects of life support systems for which the problem of high degree of wear and, as a result, the increased accident rate is relevant.

Murmansk region is characterized by massive concentration of objects of nuclear power, has the large centers of mining, gornoobrabatyvayushchy and metallurgical industry. High concentration of potentially dangerous objects of the industry causes significant risks of technogenic character and also risks of environmental safety for the population.

In 2017 projects of billion level on Bezopasny gorod agrarian and industrial Complex are also implemented, for example, by the Irkutsk region and Krasnodar Krai. And that, and other region is created by pilot sections of "The safe city" and are ready to spend for them 1.2 billion rubles and more than 900 million rubles respectively.

Among leading regions on the planned costs for the systems of "The safe city" in 2017-2020 - the Moscow region (more than 4.5 billion rubles), Khabarovsk Krai (about 3.5-4 billion rubles), the Arkhangelsk region (about 2.8 billion rubles), the Rostov region (about 2 billion rubles), etc.

Creation and development of Bezopasny gorod agrarian and industrial Complex in regions is conducted according to the concept for 2016-2020 approved by the government in 2014. It assumes creation and development of the Safe City complex in all subjects of the Russian Federation during the specified period.
