The Ministry of Internal Affairs creates an analog of Tutu.ru for internal use

As TAdviser knew on March 5, 2013,the Ministry of Internal Affairs until the end of 2014 will implement the system of online armoring of travel documents and also planning and accounting of journey of staff of bodies of the internal affairs having the status of the military personnel.

According to the law, such employees have the right to free pass in business trips, in connection with transfer to the new duty station, to places of use of the main and additional holidays, to treatment and back and also to the chosen residence at dismissal from service.

The right to free pass at the same time is granted in the form of military transportation documents - forms of the strict accounting which are respectively considered, and all questions of accounting and payment of journey of employees are solved by the Main center of special transportations of the Ministry of Internal Affairs (GTsSP). The last, with all regional divisions, also should become the main user of the created system.

The central element of the IT system will become the portal on which it will be possible to select an optimal route in several clicks and to create the electronic shipping request of military passengers. Tickets can be armored in all electronic automated systems of the transport companies accredited by GTsSP.

"The principle of planning of schedules and armoring of tickets at the same time should be similar to the existing portals, for example rasp.yandex.ru, ozon.travel and tutu.ru who already proved the efficiency", - say in the Ministry of Internal Affairs.

The shipping requests of the military personnel submitted via the portal will come to a subsystem of financial and economic department of the center which will confirm or reject them, speak in the Ministry of Internal Affairs. In department believe that creation of such portal will allow to simplify the procedure of acquisition of tickets and to refuse paper document flow due to formation of electronic transportation documents.

In addition to simplification of obtaining transportation documents other purposes of creation of a system in the Ministry of Internal Affairs call quality improvement of planning and expense efficiency on the drive of employees.

As the customer of a system NPO Spetstekhnika i svyaz will speak on behalf of the Ministry of Internal Affairs, and the cost of its development will be about 80 million rubles.
