Specialists of PMSOFT Group developed and started the Project portal for project participants of construction of the third power unit of Nizhnevartovsk GRES

In September, 2011 the project of setup and deployment of the Project portal necessary for ensuring effective interaction of all project participants of construction of the first stage of the third power unit of Nizhnevartovsk GRES started. As a program basis of the Portal the portal solution PMSOFT based on the Microsoft SharePoint Server 2010 platform was selected. The project portal is started in February, 2012 and via it representatives of 8 companies, being the main project participants carry out work.

In a type of technology complexity and the requirements for project implementation in time caused by federal importance of construction there was a need of implementation of the advanced management tools projects and the corresponding information systems. Implementation of the portal is necessary for increase in effective management of the project due to improvement of quality and efficiency of the made decisions, ensuring uninterrupted implementation of processes of collecting, transfer, processing, storage, information display and finishing it to all participants of project activity who are in the different cities. As tasks of the created solution were designated: management of communications, changes and maintenance on all phases of project lifecycle of construction of block 3.1 of Nizhnevartovsk GRES.

The list of tasks which automation was required within the Project portal included:

  • providing all project participants with a uniform source of operational and relevant information about project implementation, such as correspondence, protocols, reports of project participants, etc. (operational archive);
  • creation of the centralized storage of project, work, technical documentation, the organization of control of terms of providing necessary documentation by design institute and accounting of changes (technical archive);
  • ensuring integration of both technical, and organizational archives of documentation with the system of the scheduling and network planning (SNP);
  • reduction of time lags on bringing official information to all concerned parties of the Project;
  • process automation of approval of work, executive and other documentation for the purpose of reduction of duration of this crucial process.

"Portal solutions the list of last modification in the work documentation, news about weather on the platform of the created object, the approved protocol of the last headquarters or the regular report of the contractor on a status of works allows to provide project participants with operational information, whether it be, - Yurevich Evgeny, the head of the sector of portal solutions PMSOFT tells. - Functions available to the user of the portal and information to which it has access depend on a role of the user in the Project. Creation of such portals for project implementation support – customary practice at the western engineering companies is already a lot of years".

Installation and deployment of the Project portal on the SharePoint platform were performed by forces of specialists of PMSOFT Group in several stages during the period from September, 2011 to February, 2012. Within the first stage lasting about a month express inspection for the purpose of refining of functional requirements of the Customer, approval of technical architecture of the created Portal, and also its structure and the interface was carried out. Detailed project solutions according to which all subsequent technical works on installation and setup were carried out became result of a stage. Within the subsequent stages on the technical platform of the Customer the Portal was unrolled and configured, works on integration of the Portal with the system of PCB are carried out. For the main users the working seminar at which they were acquainted with opportunities of the Portal and rules of work then trial operation started was organized.

"Daily the design estimates – new receipts and changes are transferred to the portal, - comments on the received results from implementation of the Project Project Manager of Creation of a Project Management System portal from the Customer, the associate director on planning Baulin V.S. - the Main objective of the Portal: as soon as any document arrived – as fast as possible to start its approval, with involvement in this process of the designer who developed documentation and contractors who will use this documentation at construction".

The daily number of unique visitors of the Portal makes about 40 people. The total amount of information uploaded on the Portal since February, 2012 - more than 12 GB. In development plans for the solution there are works on integration of the Portal with the video surveillance systems installed on the project site and also implementation of Microsoft Lync Server within improvement of processes of management of communications and changes.

Implementation of the Project portal provided a number of serious advantages to office of project implementation of Nizhnevartovsk GRES. The structured storage of documentation allows to provide the participants involved in project implementation with operational and relevant information. The configured notifications minimize time delays on finishing information on new receipts, notes and changes to the existing documentation. Use of the processes of approval and automatically sent tasks configured on standard templates to participants of approvals allows to reduce the general duration of an approval process of documentation in works.
