"OMSKRTS" implemented EDMS "DELO"

February 19, 2015. The distribution heat distribution company "OMSKRTS" announced implementation of EDMS "DELO".

The choice of the workflow system for start-up company was caused by positive experience of use of EDMS "DELO" in the power industry of the region. About 10 years "CASE" was applied by the Omsk power engineering specialists to management of documentary flows, having proved the efficiency and functional sufficiency. Thus, most of future users of EDMS "OMSKRTS" already had long-term experience with the CASE system. When the management of JSC OMSKRTS initiated implementation of EDMS, it met a full support not only IT departments and services of documentary providing, but also all personnel participating in document flow.

Need to provide the continuity of business activity of the heatsupplying organization during delegation of power in newly created structure became the defining factor of this project. Till December 31, 2014 all workers of "OMSKRTS" used EDMS "DELO" of the Omsk branch of JSC "TGC-11" from which the new company was directly selected. The project started on January 9, 2015. Terms were set very tough: since January 12, 2015 there had to begin work in own EDMS the office of "OMSKRTS", and since January 19 – 80 heads and specialists of the enterprise.

Three directions of automation of work with documents became the main components of the project:

• providing with means of EDMS "DELO" of registration of the entering, outgoing and internal correspondence;
• the organization of processes of approval and registration organizationally administrative documents of the company in EDMS;
• creation of an automated system of control of performing discipline in JSC OMSKRTS.

The software set delivered by Doksoft company included the server software EDMS "DELO" under Oracle 12 DBMS, the server license on a subsystem of "DELO-WEB", client automated workplaces and also a subsystem Process management and the option "Scanning". During the project specialists of Doksoft LLC carried out the analysis of document flows of JSC OMSKRTS, set server and the client software, reference books filled together with the head of department of documentary ensuring the administration Pashko S.V., customized a system according to organizational structure, created accounts of users in EDMS and appointed by it the rights. Specialists of the enterprise got individual advice on work in EDMS.

The CASE system in JSC OMSKRTS was unrolled in the shortest possible time. It allowed personnel to begin 2015 without changes in the environment of work, usual for them, with documents. Now EDMS works in the mode of commercial operation. Processes of document registration and approval of orders in electronic form are automated.

Now in JSC OMSKRTS development of Regulations of management of documents is conducted, for ensuring the greatest efficiency of the IT systems which are used at the enterprise it is developed and integration of EDMS "DELO" with processing system of IT requests of "1C:ITIL" through a subsystem Process management passes tests. For ensuring work of archive the customer will use the ARCHIVING system.
